CITY OF COSTA MESA NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held by the Costa Mesa City Council at its regular meeting at City Hall Council Chambers, 77 Fair Drive, Costa Mesa, California on Tuesday, May 5, 2026, at 7:00 P.M., or as soon as possible thereafter as the matter shall be heard, to consider: Application No.: PGSH-24-0002 Applicant/Agent: George Vilagut / Stephouse Recovery Inc. Site Address: 1601 Baker Street Zone: R-1 – Single Family Residential Description: Call for Review of the approval of Special Use Permit (SUP) PGSH-24-0002 to allow a sober living home with six or fewer residents at 1601 Baker Street. On February 23, 2026, the Planning Commission considered the Call for Review and (by a 7-0 vote) upheld the Hearing Officer's approval of Special Use Permit PGSH-24-0002. Environmental Determination: The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Guidelines Section Sections 15268 (Ministerial Projects) and 15301 (Existing Facilities). Public Comments: Members of the public wishing to participate in the meeting may find instructions to participate on the agenda.
