City of Costa Mesa – Notice of Availability Fairview Park Master Plan Update - Mitigated Negative Declaration The City of Costa Mesa, and the Lead Agency under the California Environmental Quality Act (CEQA), is preparing a Mitigated Negative Declaration (MND) for an update to the Fairview Park Master Plan (FPMP). The park is located at 2525 Placentia Avenue in the western portion of the City, adjacent to the Santa Ana River to the west and the Costa Mesa Golf Course on the east. The City adopted the original Master Plan for the 208-acre Fairview Park in March 1998 to protect a number of important cultural and biological resources while providing a number of public recreational opportunities. The FPMP Update refines the original master plan document to reflect current conditions and concepts for restoring and preserving the resources of the City park. By adopting the Update, the City will address the critical need for a long-term management plan that safeguards cultural resources and conserves biological resources, including the essential vernal pool habitat, while maintaining the site's various recreational and public uses. The MND will be circulated for public review for 30 days, from April 29 to May 29, 2026. Written comments must be received in the office of the City of Costa Mesa Parks and Community Services Department, 77 Fair Drive, Costa Mesa, CA 92626 Attention: Kelly Dalton, Fairview Park Administrator, or via email at FVPMP@CostaMesaCA.gov by 5:30 P.M. on May 29, 2026.
