Purpose of This Meeting The South Coast Air Quality Management District (South Coast AQMD) has scheduled a Public Workshop to present and solicit information and suggestions from the public on Proposed Amended Rule 1401 New Source Review of Toxic Air Contaminants (PAR 1401), which is scheduled for a Public Hearing before the South Coast AQMD Governing Board on August 7, 2026 (subject to change). Background Rule 1401 New Source Review of Toxic Air Contaminants was adopted in 1990 and establishes cancer and non-cancer health risk requirements for new, relocated, or modified permitted sources of toxic air pollutants. South Coast AQMD implements a permitting program for equipment at stationary sources. If the equipment emits a toxic air contaminant listed in Rule 1401, the health risks associated with the toxic air contaminant will be estimated during the permitting process. The list of toxic air contaminants and methodology used for estimating health risks is based on guidance from the California Office of Environmental Health Hazard Assessment (OEHHA). The equipment will be issued a permit to operate if the health risk evaluation determines that the equipment does not exceed the health risk thresholds specified in Rule 1401. Objective of PAR 1401 Rule 1401 establishes allowable risks for permit units requiring new permits. PAR 1401 will amend the list of toxic air contaminants in Rule 1401 Table I to add new chemical compounds, update existing chemical compounds by adding associated child compounds, and include a new column for 8-hour reference exposure levels. The proposal will also include other updates such as clarifications and removing outdated chemical compounds. California Environmental Quality Act (CEQA) Pursuant to CEQA and South Coast AQMD's certified regulatory program (Public Resources Code Section 21080.5, CEQA Guidelines Section 15251(l) and South Coast AQMD Rule 110), the South Coast AQMD, as lead agency, is currently reviewing the proposed project (PAR 1401) to determine if it will result in any potential adverse environmental impacts. Appropriate CEQA documentation will be prepared based on the analysis.
