May 21, 2026NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDSCity of Escondido, California201 N BroadwayEscondido, CA 92025-2709These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Escondido.REQUEST FOR RELEASE OF FUNDSOn or about (no less than 16 days after publication) the City of Escondido will submit a request to the federal Department of Housing and Urban Development (HUD), for the release of HOME Funds under the authority of the Title II of the Cranston- Gonzalez National Affordable Housing Act (NAHA) of 1990 to undertake a project known as the Valley Creek Apartments project for the purpose of providing 100% affordable senior housing for 55+ targeting extremely low, very low, and low-income seniors and 12 seniors homeless veterans. The project is located at 620 E. Valley Parkway in the City of Escondido on a 2.02-acre County-owned parcel which currently has two existing foundation pads and a parking area. The development consists of new construction of two buildings, each five stories tall with building A being larger in size and strategically engages the commercial corridor with a bridge that connects two wings of the building. Building B will be smaller in size and blocked by building A. There are a total of 136 units with 36 studios consisting of approximately 363 square feet (SF) each, 87 one-bedrooms consisting of approximately 508-SF each, and 11 two-bedrooms consisting of approximately 736-SF each. There will be two manager units onsite which include (1) one-bedroom and (1) two-bedroom units. The development will include an exterior commons area for outdoor activities, a bike hub for residents along with a bike repair station, and a fenced dog area. The inclusion of the green spaces not only adds to the community but also enhances connectivity to provide access to the Escondido Creek Trail. Interior amenity space will include a community room, offices, and common laundry facilities. The development also includes an on-site daycare facility to provide opportunities for multi-generational engagement between senior residents and children. The development will provide approximately 69 surface parking spaces. The total project cost is approximately $75,286,435. The Housing Authority of the County of San Diego (HACSD) is reserving a total of 55 project-based vouchers (PBV) and 12 Housing and Urban Development (HUD) Veterans Affairs Supportive Housing (VASH) PBV's. Of the 55 PBV's units there will be 14 studio units, 35 one-bedroom, 6 two-bedrooms at approximately $1,243,140 annually for 20 years totaling $24,862,800. Of the 12 VASH units there will be 4 studio units, and 8 one-bedroom units at approximately $262,560 annually for 20 years totaling $5,251,200. The City of Escondido is providing an additional $3 million of HOME funds split between FY's 2018-2023.FINDING OF NO SIGNIFICANT IMPACTThe City of Escondido has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Comments should specify which Notice they are addressing.ENVIRONMENTAL CERTIFICATIONThe City of Escondido certifies to HUD that Dane White in his capacity as Mayor of the City of Escondido consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Escondido to use Program funds.OBJECTIONS TO RELEASE OF FUNDSHUD will accept objections to its release of funds and the City of Escondido certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Escondido; (b) the City of Escondido has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
