NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Kings County Planning Commission will hold public hearings, pursuant to provisions of Appendix A of the Kings County Code of Ordinances ( Development Code No. 668.20 , to consider the following items: 1. General Plan Amendment No. 26-02 (6 th Cycle Housing Element) - The General Plan is the County’s primary planning policy document and includes state-mandated “elements” that set forth objectives, principles, standards, and goals to guide orderly development. The purpose of the Housing Element is to identify the housing needs of all economic segments of the community and describe the actions the County intends to take to facilitate the preservation and development of adequate housing to meet those needs. State law established requirements for updating Housing Elements on an eight-year cycle. The 6 th Cycle Housing Element update is for the 2024-2032 planning period. 2. Conditional Use Permit No. 24-03 (4Creeks / Sozinho Dairy No. 5) - The applicant proposes to expand an existing dairy facility located at 12252 7th Ave., Hanford, Assessor’s Parcel Numbers 016-200-005, 028, 029 and 035. The expansion includes a manure processing area (200,000 sq.ft.), a post manure organic matter processing area (40,000 sq. ft.), a post biodynamic aerobic bed organic matter processing area (150,000 sq.ft.), a processing and product storage area (30,000 sq.ft.), one (1) reception pit, two (2) mechanical separators, one (1) 14’ x 20’ tank on a concrete pad for solid separation and collection, two (2) earthen berms, two (2) lift stations and five (5) process water processing beds. The proposal also includes improvements to the animal housing and operations areas of the dairy such as three (3) new feed storage areas, twelve (12) rows of calf hutches, one (1) freestall barn, one (1) maternity barn, twelve (12) shade structures over existing corrals, one (1) commodity barn, one (1) shop, and one (1) open lot corral. Said hearings will be held at a special meeting on Monday, May 11, 2026, at 4:00 p.m. in the Board of Supervisors Chambers, in Administrative Building No. 1, Kings County Government Center, 1400 W. Lacey Blvd., Hanford, California. Pursuant to California Government Code Section 65009, subdivision (b), if you challenge the above items in court, you may be limited to raising only those issues you or someone else raised at the public hearings described in this notice, or in written correspondence delivered to the Kings County Planning Commission at, or prior to, the public hearings. The approval of General Plan Amendment No. 26-02 for adoption of the 6 th Cycle Housing Element is exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA Guidelines), and none of the circumstances in Section 15300.2 apply. Additionally, the Planning Commission will consider certifying an Environmental Impact Report (SCH No. 2025100441) for Conditional Use Permit No. 24-03 (4Creeks / Sozinho Dairy No. 5) copies of which are available at the Kings County Community Development Agency at the address shown below and digitally via: https://ceqanet.lci.ca.gov/Project/2025100441. Anyone who may be interested in these proposals is invited to appear and present his or her comments, evidence, or make statements of fact regarding said proposals.
