NOTICE OF PUBLIC HEARING WAIVER FOR MINOR DEVELOPMENT AND ADMINISTRATIVE REVIEW BY THE COMMUNITY DEVELOPMENT DIRECTOR OF THE CITY OF MANHATTAN BEACH TO CONSIDER ACOASTAL DEVELOPMENT PERMIT
The Community Development Department is currently reviewing an application for a Coastal Development Permit. The following project is located within the Coastal Zone and is within the appeal jurisdiction boundary:

Project Description: Demolition of an existing single-family residence and construction of a new three-story, 3,555.5 square-foot single-family residence with a 1,256.5 square-foot basement, an attached three-car, 600 square-foot garage and 459 square-foot, attached accessory dwelling unit (ADU)
EnvironmentalDescription: The project is Categorically Exempt from CEQA per Section 15303 “New Construction of Small Structures” of the CEQA Guidelines, as the project proposes to construct a new single-family residence with an ADU, and is therefore less than six dwelling units and is located in an urbanized area. There are no features that distinguish this project from others in the exempt class; therefore, there are no unusual circumstances.

Public Comments: A fifteen (15) business-day comment period begins the first business day following the date of noticing. Written and oral comments may be submitted to the City and must be received by 5:00 p.m. Thursday, 5/14/2026. After this date, the Community Development Department will render a decision on the application and the formal appeal period will begin. Comments should be sent to jurbanski@manhattanbeach.gov.
Request forPublic Hearing: During the public comment period, any member of the public may request a formal hearing. Requests for hearing must be made in writing to the City Community Development Department. Said request for hearing must identify the reasons for such request. Following receipt of a request for hearing, public notification must be made regarding the scheduled hearing date. Failure by a persons to request a public hearing may result in the loss of that person's ability to appeal to the Coastal Commission any action taken by the City on a coastal development permit application.
Appeals: The subject site is located within the appeal jurisdiction of the State Coastal Commission. Therefore, the project may be appealed to that agency. The decision of the Community Development Director may be appealed to the Planning Commission, and subsequently the Planning Commission decision may be appealed to the City Council within fifteen (15) calendar days following the action. All appeal applications must be received by close of business on the fifteenth (15th) day (5:00 p.m. Monday through Thursday, and 4:00 p.m. Friday) and shall be accompanied by a fee as established by City Council resolution. Where the project is appealed to the City Council, their action shall be final. The necessary appeal forms and procedures will be provided upon written request.
