CITY OF MURRIETANOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Murrieta on May 13, 2026, at 6:00 PM at City Hall, 1 Town Square, Murrieta, CA 92562, to consider recommendations to the City Council to approve the following matters: Development Code Amendment and Residential Objective Design Standards Update (MCA-2026-00013). The City is proposing an amendment to the Multi-Family and Mixed-Use Residential Objective Design Standards initially adopted in September 2023. The updates include incorporating single-family residential and duplex housing types, as well as accessory dwelling unit objective standards. Corresponding amendments to Sections 16.08 and 16.16 are proposed to incorporate the Residential Objective Design Standards as part of the Development Code. Environmental Determination: The proposed action is exempt from the California Environmental Quality Act (CEQA) as this meets the required actions of CEQA Guidelines Section 15183 Projects Consistent with a Community Plan or Zoning, because it involves direction to staff to adopt and implement Design Standards, which will not cause significant environmental impact and implements a uniformly applied development policy or standard that is consistent with the General Plan Housing Element policy to further regulate residential development. This determination is predicated on Section 15004 of the guidelines, which provides direction to lead agencies on the appropriate timing for environmental review. The project(s) for which the Design Guidelines are utilized or are intended for may require preparation of an environmental document as part of their project(s) review in accordance with State CEQA Guidelines. Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing. State law provides that if you challenge the City’s action on this project in court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to the public hearing. The proposed project application plans and other information may be reviewed at the Planning Division offices at City Hall Monday – Friday from 8:00 a.m. to 5:00 p.m. If you should have any questions on the project, please contact Senior Planner, Dennis Watts, who can be reached via e-mail at: DWatts@MurrietaCA.gov or by phone at (951) 461-6037.
