CITY OF MURRIETANOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Murrieta on Wednesday, May 13, 2026, at 6:00 PM or a time soon thereafter, at City Hall, 1 Town Square, Murrieta, CA 92562, to consider the following matter: REINTRODUCTION OF DEVELOPMENT CODE AMENDMENT (DCA-2021-2396) “HILLSIDE UPDATES”: The “Project” is a request by the City of Murrieta to amend and revise Chapters 8.20 and 15.52 of the Municipal Code, and amend the City’s Development Code (Title 16) for the purpose of revising and updating Chapters 16.08, 16.14, 16.18, 16.22, 16.24, 16.28, and to add new Sections 16.24.080, entitled “Exceptions”, 16.24.090, entitled “Reserved”, and 16.24.100, entitled “Hillside Overlay Map”. The updates being considered under Chapters 8.20 and 15.52 are proposed to be modified for consistency with the proposed modifications under Title 16. The updates within these two chapters outside Title 16 will be presented for informational purposes solely, as it is outside the authority of the Planning Commission’s review. Please note that these updates were originally presented to the City of Murrieta Planning Commission on June 28, 2023, and were recommended for approval by the Planning Commission at that time. Since then, a series of City Council workshops has occurred, leading to revisions to portions of the proposed amendments. As a result, staff is bringing forward the updated modifications for reintroduction. Environmental Determination: The proposed code amendment has been evaluated pursuant to the California Environmental Quality Act (CEQA), and it has been determined that the amendments will have no significant adverse impacts on the environment, as it is simply clarifying and correcting existing hillside standards. These standards were originally evaluated under the adopted Negative Declaration for implementation of the Comprehensive Development Code on October 28, 1997, and further evaluated for consistency with the Murrieta General Plan EIR and Subsequent EIR (SCH No. 2010111084), certified July 7, 2020, by the City of Murrieta. The environmental documentation can be viewed at https://www.murrietaca.gov/290/Public-Notices Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing. If you challenge the City’s action on this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing. The environmental finding, along with the proposed project application, may be reviewed at the Planning Division Monday – Friday from 8:00 a.m. to 5:00 p.m. It is the intention of the City to comply with the Americans with Disabilities Act (ADA) in all respects. Upon request, this Agenda will be made available in appropriate alternative formats to persons with disabilities.
