IN THE COUNCIL CHAMBERS, CITY HALL, CITY OF NAPA, 955 SCHOOL STREET, A REGULAR MEETING AND PUBLIC HEARING WILL BE CONDUCTED BY SAID PLANNING COMMISSION OF THE CITY OF NAPA AT WHICH TIME AND PLACE ALL PERSONS MAY ATTEND AND BE HEARD UPON THE APPLICATION OF:KAISER FARMERS MARKET USE PERMIT – 3285 CLAREMONT WAY (PL25-0098) An application for a Use Permit to operate a farmers’ market with up to 13 vendors, one day a week, Monday, from 9:00 AM to 1:00 PM, as an accessory use at an existing medical office center. The property is located within the Business Professional General Plan Designation and the Medical Office (OM) Zoning District (APN: 001-521-019). (O’Neill) CEQA DETERMINATION: Staff has determined that the Project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines, which exempts the operation of existing public or private structures, involving negligible or no expansion of existing or former use. RECOMMENDED ACTION: Staff recommends that the Planning Commission adopt a resolution approving a Use Permit to allow a farmers’ market with up to 13 vendors to operate one day a week, Monday, between the hours of 9:00 AM and 1:00 PM as an accessory use at an existing medical office complex located at 3285 Claremont Way and determining that the Project is exempt from the California Environmental Quality Act (CEQA).CADET WINE BAR MODIFICATION USE PERMIT – 926 & 930 FRANKLIN STREET (PL25-0124) An application for a Design Review Permit to expand the outdoor patio area and a Use Permit to allow the expanded operation of a bar with regular indoor and limited outdoor amplified music. The property is located within the Downtown Mixed Use General Plan Designation and the Downtown Mixed Use (DMU) and Parking Exempt (PE) Zoning Districts (APN: 003-207-008).
