NOTICE OF PUBLIC HEARING AMENDMENT TO THE ALAMEDA COUNTY GENERAL PLAN TO: 1) AMEND THE SAFETY ELEMENT; AND 2) AMEND THE OPEN SPACE ELEMENT Notice is hereby given that the Alameda County Board of Supervisors will consider an amendment to the Alameda County General Plan and approval of related Notices of Exemption from the California Environmental Quality Act, making two aggregated changes pursuant to Government Code 65358(b) to: 1) amend the Safety Element; and 2) amend the Open Space Element, at the public hearing specified below: Alameda County Board of Supervisors 10:00 a.m. on Thursday, May 14, 2026 Board Chambers, 1221 Oak Street, Oakland, CA The proposed amendments are exempt from the requirements of CEQA because they would not "result in a direct or reasonably foreseeable indirect physical change in the environment" (CEQA Guidelines section 15060(c)(2)); and under the "common sense exemption" (CEQA Section 15601(b)(3)) "[w]here it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." 1) SAFETY ELEMENT: Changes to the Safety Element are intended to comply with all state requirements including the requirements of the following bills introduced since 2015 which include provisions relating to climate adaptation and resilience, flood and fire, and evacuation routes: SB 379 (2015), SB 1035 (2018), SB 99 (2019), AB 747 (2019), and AB 2684 (2024). The draft Safety Element amendments and a draft CEQA Notice of Exemption are available at www.acgov.org/cda/planning/ccapse-public-draft.htm and in hardcopy at 224 West Winton Avenue, Room 111, Hayward, CA 94544. 2) OPEN SPACE ELEMENT: Senate Bill (SB) 1425 requires cities and counties to review and update the Open Space Element of their general plans to address the following topics: Equitable access to open space for all residents, correlated with the Environmental Justice (EJ) Element; Climate resilience and other co-benefits of open space, correlated with the Safety Element; and Rewilding opportunities, correlated with the Land Use Element. Planning Department staff conducted a comprehensive review of existing County General Plan documents and has determined that the requirements of SB 1425 are already satisfied through existing General Plan policies and related implementation measures. The proposed amendments document the County's compliance in a new appendix to the Open Space Element, incorporating existing relevant General Plan policies and programs into the Open Space Element by reference.
