GENERAL PLAN AMENDMENT (GPA21-00003)2. GUIDELINES & THRESHOLDS FOR DETERMINING SIGNIFICANCE OF GREENHOUSE GAS EMISSIONS NOTICE IS HEREBY GIVEN THAT THE CITY OF OCEANSIDE will hold a public hearing on the following date at the City of Oceanside Civic Center, 300 North Coast Highway, Oceanside, CA 92054: Planning CommissionMonday, May 18, 20266:00 p.m.1. To consider GENERAL PLAN AMENDMENT (GPA21-00003) for the Onward Oceanside Project, involving Phase 2 of the Comprehensive General Plan Update (GPU), Smart & Sustainable Corridors Specific Plan (SSCSP) and Climate Action Plan (CAP) Update. The project includes six new/updated General Plan elements that address State-mandated topic areas and establish goals, policies and actions for the physical development of the City. The SSCSP outlines development standards for revitalization of three key transportation and commercial corridors. The CAP Update addresses communitywide greenhouse gas (GHG) emissions related to growth projected in the GPU and is consistent with State GHG reduction targets.2. To consider guidelines and thresholds for determining significance of impacts from greenhouse gas (GHG) emissions for evaluation of future development projects under the California Environmental Quality Act (CEQA). The threshold is consistency with the CAP Update; the guidelines include implementation tools for project review including a consistency checklist and GHG emissions efficiency thresholds.For Item 1: Pursuant to the California Environmental Quality Act (CEQA) Guidelines, the City acting as Lead Agency has prepared a Final Environmental Impact Report (FEIR – SCH# 2021050529) in adherence of Section 15168. The FEIR identifies that the project would result in significant and unavoidable impacts to air quality, greenhouse gas emissions, noise, public services, and utilities. For these issue areas, the FEIR concludes that there are no feasible mitigation measures that could reduce potentially significant impacts to a less than significant level at the program level of review. Pursuant to CEQA Guidelines 15093, the City has determined the project’s adverse unavoidable environmental impacts are outweighed by the project’s benefits and has prepared a Statement of Overriding Considerations. For Item 2:Pursuant to the California Environmental Quality Act (CEQA) Guidelines, the City has determined this action is categorically exempt from CEQA per Class 8 – Actions by regulatory agencies for protection of the environment (Article 19, Section 15308). Should you wish to challenge either of these projects in court at some future time, you may be limited to raising only those issues that you or others introduced in written correspondence delivered to the Planning Division or City Clerk prior to associated public hearings. You may review the application file, including any CEQA-related documents, at the Planning Division, 300 North Coast Hwy., between 8:00 a.m. and 4:00 p.m. (Monday – Thursday), and 8:00 a.m. and 3:00 p.m. (Friday).
