OCEANSIDE CITY COUNCIL NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Oceanside will conduct a PUBLIC HEARING on WEDNESDAY, May 20, 2026 AT 6:00 PM, as soon thereafter as possible, in the Council Chambers of the Civic Center, 300 North Coast Highway, Oceanside, California, to consider the following: INTRODUCTION OF A PHASED IMPLEMENTATION AND EXEMPTION ORDINANCE CONSISTENT WITH SENATE BILL 79 (GOV. CODE SECTIONS 65912.160 and 65912.161(b)). SB 79 PHASED IMPLEMENTATION ORDINANCE APPLICANT: CITY OF OCEANSIDE Per the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(5), an ordinance implementing Senate Bill 79 does not meet the definition of a Project, defined as the action with a potential to result in either a direct or indirect physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. CEQA Guidelines section 15060(c)(3) further states an activity is not subject to further environmental review if not determined to be a project. If the activity was determined to be project under CEQA Guidelines, the proposed project will be Exempt from California Environmental Quality Act (CEQA) per Guidelines Section, 15061(b)(3), the Common Sense Exemption. The proposed text amendment does not have the potential to cause a significant effect on the environment and is therefore exempt from CEQA review. Project materials and environmental documentation are available for review at the following website: https://crw.cityofoceanside.com/etrakit3/Search/project.aspx please utilize the project number listed above to identify the record for the subject project. The agenda and staff report will be available the Friday before the public hearing. You may view this information on the City's website at www.ci.oceanside.ca.us by clicking on City Council Agenda/Minutes. If you should wish to challenge this project in Court at some future time, you may be limited to raising only those issues you or someone else raised at the public hearing described in the notice or in written correspondence delivered to the City Council at or prior to the public hearing.
