(20-day notice) CITY OF ORANGENOTICE OF PUBLIC HEARINGNORTH TUSTIN STREET SMALL LOT RESIDENTIAL PROJECTNOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a Regular Meeting of the City Council on Tuesday, May 26, 2026, at 6:00 p.m. , or as soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange. SUBJECT: North Tustin Street Small Lot Residential Project. Mitigated Negative Declaration No. ENV25-0001 and associated Mitigation Monitoring and Reporting Program, General Plan Amendment No. GPA25-0003, Zone Change No. ZC25-0002, Tentative Tract Map No. TTM25-0001, Major Site Plan Review No. MJSP25-0002, and Administrative Design Review No. ADR25-0018. PROPERTY LOCATION: 2375 N. Tustin Street, Orange, CA (APN 372-642-31) REQUEST: A proposal to redevelop an existing 4.23-acre commercial site (former Best Buy) with 71 three-story single family small lot homes, open space recreation area, guest parking, and related site improvements. The proposal includes a request to change the General Plan land use designation from General Commercial (Max. 1.0 FAR) to Medium Density Residential (15-24 dwelling units per acre), and the Zoning from Limited Business Tustin Redevelopment Project Area (C-TR) to Residential Multiple Family (R-3) to allow a small lot residential subdivision on the site and to establish consistency between the use, General Plan, and zoning. ENVIRONMENTAL INFORMATION: Mitigated Negative Declaration No. ENV25-0001 was prepared to evaluate the physical environmental impacts of the project, in conformance with the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15070 and in conformance with local CEQA guidelines. The analysis contained in Mitigated Negative Declaration No. ENV25-0001 determined that the project will have less than significant impacts to the environment with the implementation of Project Design Features, Plans, Programs and Policies, and Mitigation Measures. The public review period began on February 5, 2026, and ended February 25, 2026. Copies of the document were available for public review at City Hall, in the Offices of the City Clerk and Community Development Departments and were posted to the Departments web page on the City’s web site.
