NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE CITY OF POWAY TREATED WATER FACILITIES & REDUNDANT PIPELINE PROJECT NOTICE IS HEREBY GIVEN that, in accordance with the California Environmental Quality Act (CEQA), the City of Poway (City) has completed and intends to adopt a Mitigated Negative Declaration (MND) for the City of Poway Treated Water Facilities & Redundant Pipeline Project (Project). The Project proposes features within and along Espola Road from 500 feet south of Green Valley Truck Trail to Lake Poway Road and within Lake Poway Road east from Espola Road to the Lester J. Berglund Water Treatment Plant (Berglund WTP) where improvements to the facilities within Berglund WTP are proposed. The pump station and forebay tank would be located within City property (Assessor's Parcel Number 2784377400) along the south side of Lake Poway Road, approximately 1,100 feet east of Espola Road. The Project proposes new water facilities to replace and abandon existing water facilities and provide treated water to the City. Specifically, the City of Poway would construct a transmission pipeline with associated vaults within Espola Road and Lake Poway Road, a new booster pump station, a forebay tank, piping between the pump station/forebay tank and existing clearwells, a sodium hypochlorite system, and a surge tank. In addition, the existing pump station approximately 700 feet east of the Espola Road intersection on the south side of Lake Poway Road would be demolished. As part of the Project, the San Diego County Water Authority would construct a new Flow Control Facility (FCF) at the Project's connection to the Ramona Pipeline. Pursuant to CEQA (Public Resources Code, Section 21000 et seq.) and based on information in the attached Initial Study Checklist, the City has determined that the Project will not have a significant effect on the environment with implementation of mitigation measures. Mitigation measures are identified to reduce potential biological resource, cultural resource, paleontological resource, hazardous materials, noise, and tribal cultural resources impacts below a level of significance. The Project site is not listed as a hazardous materials site on a list compiled pursuant to Government Code Section 65962.5.
