NOTICE IS HEREBY GIVEN, that on Tuesday, May 19, 2026, at 5:00 p.m., or as soon thereafter as the matter may be heard, the City Council of the City of San Juan Capistrano, will conduct a public hearing in the City Council Chambers at 25925 Camino Del Avion, San Juan Capistrano, California, to consider the following item:Resolution Vacating Portions of Street Rights of Way of Trabuco Creek and Rosenbaum Roads; Purchase and Sale Agreement with St. John Chrysostom American Coptic Church for Approximately 1,115 square feet of Unimproved City-owned Property Located on the West Side of Rosenbaum Road (APN 650-090-06); and, Finding Said Vacation Action is Categorically Exempt from the California Environmental Quality Act Pursuant to State CEQA Guidelines, Sections 15061(b)(3), 15301 and 15305, and Finding Said Sale Action is Categorically Exempt from the California Environmental Quality Act Pursuant to State CEQA Guidelines Section 15312
The City proposes to vacate portions of the street rights-of-way along Trabuco Creek and Rosenbaum Roads that are no longer needed for public street purposes. The City also proposes to sell approximately 1,115 sq. ft. of unimproved property to an adjacent property owner, as the parcel’s size and irregular configuration make it unsuitable for standalone public use. A map of the proposed street vacation areas is available for public inspection at the City Clerk’s Office, 32400 Paseo Adelanto, San Juan Capistrano, CA 92675. The areas generally include portions of Rosenbaum and Trabuco Creek Roads lying southeasterly of the northwesterly right-of-way line of Trabuco Creek Road, except for the northeasterly 80 feet. The street vacation proceedings are conducted pursuant to the California Streets and Highways Code, Division 9, Part 3, Chapter 1. A public hearing will be held on May 19 to receive protests regarding the proposed street vacations and property sale, and to consider approval of the street vacations and a Purchase and Sale Agreement. The agreement will be available on the City’s website at www.sanjuancapistrano.org once the May 19, 2026, City Council agenda is published. The public is invited to attend the City Council meeting to provide comments on the proposed project. If the City’s action on this project is challenged in court, the public may be limited to raising only those issues which were raised at the public hearing, or in written correspondence delivered to the City Council at, or prior to the hearing.
