NOTICE OF PUBLIC HEARING
The Castaic Area Town Council (CATC) Land Use Committee will conduct a public hearing to consider the Entrada North project described below.

The CATC notice guidelines provide: Per L.A. County Department of Public Health Safety Order that prohibits public events, the CATC will be holding the monthly council meeting(s) online and provide a public viewing option via the CATC Facebook page: @CastaicTownCouncil. Please include your name, address, and which agenda item of your comment and/or question if regarding. Comment/question forms must be submitted no later than 10:00 a.m. the day of the scheduled meeting.
Zoning: Project No. PRJ2024-003488: C-3 – General Commercial (409.7 acres), C-3-DP – General Commercial-Development Program (15.1 acres), and M-1.5 – Restricted Heavy Manufacturing (0.5 acres). No change in zone is requested.
Entitlements requested for the Entrada North Project include:
VTTM No. 84536 (RPPL2024005159): The VTTM would authorize the subdivision of the Project Site for a total of 107 lots to support the proposed uses.
CUP No. RPPL2024005174: The CUP would authorize grading exceeding 100,000 cubic yards, haul route, minor impacts in a Significant Ecological Area, multi-family residential units in a commercial zone, and development within the Hillside Management Area (“HMA”).
Oak Tree Permit No. RPPL2024005165: In accordance with the County’s Oak Tree Ordinance, a request to authorize impacts to a total of 12 oak trees (five heritage oak trees) and no encroachments.
Housing Permit No. RPPL2024005171: The housing permit would provide 115 affordable units (10% of the Project).
Parking Permit No. RPPL2024005173: A request to authorize reciprocal parking (across lot lines) and offsite parking.
Project Location: The Entrada North Project is located within the northwest portion of Los Angeles County (County), at the junction of SR 126 and the I-5 Freeway. The Project Site is located in an unincorporated area of the County, within the Santa Clarita Valley Planning Area. The Los Angeles County Assessor identifies the site as the following APNs: 2866-003-008, 009, 010, 011; 2866-004-019, 020, 028, 030, 033 041, 042, 043; 2866-005-006, 007, 008, 009, 010, 012, 013; 2866-006-005, 007, 008, 009; 2866-007-071,021; 2866-163-001, 002, 008, 009, 010, 013, 031.
Project Applicant: The Newhall Land and Farming Company.
Project Description: The Entrada North Project (the “Project”) has long been planned for residential and commercial development within the Los Angeles County Santa Clarita Valley Area Plan, One Valley One Vision (“Area Plan”) and is adjacent to the adopted Newhall Ranch Specific Plan area. The Project proposes a total of 107 lots and 1,150 residential units with 304,700 square feet of commercial uses on 438.6 gross acres. The Project will include 115 affordable units (10% of the total number of residential units). The Project Site currently consists of a mix of vacant land with some grading, agricultural use, and structures present.
