City of Santa Cruz Housing & Community Development Program NOTICE OF PUBLIC HEARINGS AND COMMENT PERIOD FOR THE YEAR 2026-2027 ACTION PLAN The City of Santa Cruz (City) annually will receive federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) grants from the U.S. Department of Housing and Urban Development (HUD) in order to carry out activities to primarily benefit low- and moderate-income persons. ELIGIBLE ACTIVITIES CDBG Funding: Activities including public facilities and services, affordable housing, land acquisition, economic development, and planning activities. HOME Funding: Affordable housing development or preservation, tenant based rental assistance, first-time homebuyer assistance, and relocation assistance. PUBLIC PARTICIPATION: The City follows a Citizen Participation Plan which allows citizens to identify needs, comment on proposals and access decision making process. The City Council adopted the 2026-2027 Action Plan on April 28, 2026, after considering comments and input received at two public hearings and after a 30-day public review period. The adopted plans will be available for review May 1, 2026 at https://www.santacruzca.gov/Government/City-Departments/Community-Development/Housing-Assistance-Information-and-Resources/HUD-Consolidated-Plan-Documents. The plans are being submitted to HUD for review and approval on or after May 20, 2026. Written comments may be submitted to the HCD Principal Management Analyst at jmellor@santacruzca.gov until May 16, 2026, before 5 PM.
