NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing, as provided by law, will be held by the THOUSAND OAKS PLANNING COMMISSION to consider and decide the following application. Said PUBLIC HEARING will be held Monday, May 18, 2026, 6:00 p.m. (or as soon thereafter as the matter can be heard), in the Andrew P. Fox City Council Chambers/Scherr Forum Theatre, City Hall, 2100 East Thousand Oaks Boulevard, 2nd Floor, and via videoconference / teleconference. Any person is privileged to attend and be heard on the matter below. For further information, see the Planning Commission Agenda. If you challenge the granting or denial of any and all permits issued for the project listed below, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, this public hearing. PROJECT NO.: Downtown Thousand Oaks Project (DTTO): Environmental Impact Report (CEQA) 2025-70002, General Plan Amendment (GP) 2025-70001, Specific Plan (SP) 2025-70001, Tentative Tract Map (TTM) 2025-70003, Development Permit (DP) 2025-70015, Protected Tree Permit (PTP) 2025-70093, and Special Use Permit (SUP) 2025-70022 APPLICANT: City of Thousand Oaks, Akbar Alikhan, Assistant City Manager, downtown@toaks.gov REQUEST: To make a recommendation to City Council upon consideration of the following: 1) a General Plan Amendment to change the land use designation of a portion of the project area to Mixed-Use and increase the height within that area; 2) amend the Civic Arts Plaza Specific Plan (SP No. 11) to facilitate development of a new pedestrian-oriented downtown, including mixed-use residential, a hotel, commercial, office, and entertainment uses; partial reconstruction of the existing City Hall; public amenities such as a park plaza and outdoor amphitheater; and supporting infrastructure, including new roadways, reconfigured utilities, and stormwater management improvements; 3) Tentative Tract Map consolidating 14 existing parcels into 9 new lots; 4) Development Permit for construction of four new buildings, including a 7-story, 142-key hotel totaling approximately 125,675 square feet; a 7-story, 161-unit mixed-use building (26 affordable units) with subterranean garage totaling approximately 258,000 square feet of floor area; a 4-story, 79-unit mixed-use building (13 affordable units) with subterranean garage totaling approximately 111,454 square feet; a 2-story park restaurant building totaling approximately 6,725 square feet; and a public park with a children’s play structure, splash pad, interactive play equipment, informal stages and seating areas, and flexible open space; 5) a Special Use Permit for the sale and consumption of alcohol; and 6) Protected Tree Permit for the removal of 53 protected trees, to be replaced with 159 protected trees (on- and off-site) as well as the encroachment into the protected zone of 39 protected trees. The proposed project would be constructed in five phases, which are anticipated to commence in 2027 and be completed by 2032. LOCATION: Thousand Oaks Civic Arts Plaza, generally bound by Thousand Oaks Boulevard to the north, Highway 101 to the south, Conejo School Road to the east and Oakwood Drive terminus to the west, generally described as 2100 E. Thousand Oaks Boulevard (including some or all portions of 1868, 1934, 1938, and 1948 E. Thousand Oaks Boulevard) Assessor Parcel Numbers (APNs): 670-0-181-110, -090, -140; -235, -250, -260, -270, -340, -350, and -360; 670-0-182-050, - 060, -190, -210, -220, and -230, and 671-0-240-450, and -460). 265 S. Rancho Road (APN 676-0-040-105) and 110 S. Conejo School Road (APN 671-0-240-410) would be used for off-site parking only. 2150 and 2200 E. Thousand Oaks Boulevard (APN 671-0-240-485, and -475) are included in the Specific Plan Amendment area but are not part of the area to be disturbed.
