OFFICIAL NOTICE OF PUBLIC HEARINGCITY OF TUSTIN Notice is hereby given that the Zoning Administrator of the City of Tustin, California, will conduct a public hearing on April 16, 2026, at 10:00 a.m. in the City Council Chamber, 300 Centennial Way, Tustin, California. The Zoning Administrator will consider the following item: Project Title:Conditional Use Permit (CUP) 2025-0021Applicant:Matthew Hubbs, Westcliff UniversityProject Location:15101 Red Hill Avenue, Tustin, CA 92780 PROJECT DESCRIPTION: The proposal includes a request to establish a Master Sign Plan (MSP), which includes signs that deviate from Article 9, Chapter 4, of the Tustin City Code (TCC) Sign Regulations. MSPs are intended to encourage coordinated and quality sign design on sites where a large number of signs occur. TCC Sections 9406-9411 prescribe standards for sign size, type, quantity, and location. The applicant, a law school within the Pacific Center East Specific Plan (PCESP SP-11) area, is requesting approval of a MSP that deviates from the sign size and quantity allowed by the TCC. The requested deviations in sign size apply to one primary wall sign and one monument sign. The requested deviation in sign quantity includes three additional “secondary wall signs” beyond what is allowed by the TCC. Pursuant to the PCESP Section 3.8.4 and TCC Section 9403h, a MSP is required for integrated office complexes, commercial centers or mixed-use developments. Per TCC Section 9403i(2)e, proposed signs may deviate from the specific standards established for permanent business identification upon submittal and approval of a CUP, provided that the center is a single development project of at least 30,000 building square feet or one acre in project size. In accordance with Section 9299b(3)m of the TCC, the Zoning Administrator shall review the CUP application requesting the deviations from the TCC standards . ENVIRONMENTAL REVIEW: This project is Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Class 1 – Existing Facilities), as established by California Code of Regulations Sections 21083 and 21084. PUBLIC PARTICIPATION THROUGH VIDEO CONFERENCE: Community members may participate and provide live public comments, via Zoom, during Zoning Administrator meetings.
