OFFICIAL NOTICE OF PUBLIC HEARINGCITY OF TUSTIN Notice is hereby given that the Zoning Administrator of the City of Tustin, California, will conduct a public hearing on April 16, 2026, at 10:00 a.m. in the City Council Chamber, 300 Centennial Way, Tustin, California. The Zoning Administrator will consider the following item: Project Title:Minor Adjustment (MA) 2026-0001Applicant:City of TustinProject Location:15501 Pasadena Avenue, Tustin, CA 92780 PROJECT DESCRIPTION: The proposal includes the installation of an eight-foot, anti-climb mesh fence along the rear of the subject property. The proposed fence is intended to restrict access to an existing opening within the Caltrans freeway wall, located behind the rear of the property. Trespassing through the opening has resulted in recurring public safety and security concerns, including calls for service related to unauthorized individuals accessing the adjacent freeway interchange. This unusual circumstance causes the property to be subject to conditions that necessitate enhanced security measures that exceed the City’s adopted development regulations. Pursuant to Tustin City Code (TCC) Section 9271i(1)a, the maximum permitted height for walls and fences is six feet eight inches. The proposed eight-foot fence exceeds this standard. In accordance with Section 9299b(1)c of the TCC, the Zoning Administrator has been requested to review a Minor Adjustment to allow an increase of up to twenty (20) percent in the maximum permitted height of a fence or wall, subject to City-approved structural design. This City-initiated Minor Adjustment request is intended to address the public safety and security concerns associated with access to the Caltrans freeway right-of-way. ENVIRONMENTAL REVIEW: This project is Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Class 1 – Existing Facilities), as established by California Code of Regulations Sections 21083 and 21084. PUBLIC PARTICIPATION THROUGH VIDEO CONFERENCE: Community members may participate and provide live public comments, via Zoom, during Zoning Administrator meetings.
