ORDINANCE NO. 6812 FIRST READING AN ORDINANCE REPEALING AND REENACTING CHAPTER 15.20 OF THE LOVELAND MUNICIPAL CODE AND ADOPTING BY REFERENCE THE INTERNATIONAL PLUMBING CODE, 2024 EDITION WHEREAS, pursuant to Section 4-12 of the Charter of the City of Loveland, the City Council is authorized to adopt, by ordinance, any code by reference in accordance with the procedures established by state law; and WHEREAS, the Construction Advisory Board has recommended that City Council adopt the 2024 Edition of the International Plumbing Code (the "2024 IPC"), and amendments thereto; and WHEREAS, the City Council has conducted a public hearing pursuant to C.R.S. �31-16-203 concerning the adoption of the 2024 IPC by reference and finds and determines that it is necessary to the health, safety and general welfare of the public that the City regulate conditions hazardous to life and property by the adoption of the 2024 IPC, and certain amendments and modifications thereto. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LOVELAND, COLORADO: Section 1. Chapter 15.20 of the City of Loveland Municipal Code is hereby repealed in its entirety and reenacted to read as follows: 15.20.010 International Plumbing Code, 2024 Edition Adopted. The International Plumbing Code, 2024 Edition , issued and published by the International Code Council, 4051 West Flossmoor Road, Country Club Hills, IL 60478-5795, including appendix D only, is hereby adopted by reference as the plumbing code of the City of Loveland as if fully set forth herein, with the modifications, if any, set forth in Section 15.20.020 below. This code is a complete code to safeguard public health, safety and welfare by regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems, and providing for issuance of permits and collection of fees therefore. At least one (1) copy of the 2024 IPC, which has been certified by the Mayor and City Clerk, shall be on file in the office of the City Clerk and may be inspected during regular business hours. 15.20.020 Modifications to International Plumbing Code, 2024 Edition. The International Plumbing Code, 2024 Edition, adopted in this chapter, is modified as follows: A. Section 101.1 - Title - is amended to read as follows: These regulations shall be known as the Plumbing Code of the City of Loveland, hereinafter referred to as "this code" or "plumbing code." B. Section 103 Code Compliance Agency - is deleted in its entirety. See LMC 15.04.050. C. Section 104 Duties and powers of the code official is deleted in its entirety. See LMC 15.04.050. D. Section 105.5 Permit issuance is deleted in its entirety. See LMC 15.04.190 E. Section 106.1 Construction documents is amended to read as follows: Construction documents, engineering calculations, diagrams and other such data shall be submitted electronically with each application for a permit. The code official shall require construction documents, computations and specifications to be prepared and designed by a registered design professional where required by state law. Construction documents shall be drawn to scale and shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that the work conforms to the provisions of this code. Construction documents for buildings more than two (2) stories in height shall indicate where penetrations will be made for pipes, fittings and components and shall indicate the materials and methods for maintaining required structural safety, fire-resistance rating and fire blocking. F. Section 108 Fees is deleted in its entirety. See LMC 15.04.190. G. Section 112 Means of appeals - is deleted in its entirety. See LMC 15.04.210. H. Section 113 Board of appeals - is deleted in its entirety. See LMC 15.04.210. I. Section 114 Violations is deleted in its entirety. See LMC 15.04.230. J. Section 305.4 Freezing - is amended to read as follows: Water, soil and waste pipes shall not be installed outside of a building, in attics or crawl spaces, concealed in outside walls, or in any other place subjected to freezing temperatures unless adequate provision is made to protect such pipes from freezing by insulation or heat or both. Exterior water supply system piping shall be installed not less than fifty-four (54") below grade. K. Section 305.4.1 Sewer depth is amended to read as follows: Building sewers that connect to private sewage disposal systems shall be installed not less than twenty-four inches (24") below finished grade at the point of septic tank connection. Building sewers shall be installed not less than twenty-four inches (24") below grade. L. Section 312.6 Water supply system test is amended to state as follows: Upon completion of a section of or the entire water supply system, the system, or portion completed, shall be tested and proved tight under a water pressure not less than the working pressure of the system; or, by an air test of not less than fifty (50) psi (344 kPa). This pressure shall be held for not less than fifteen (15) minutes. The water utilized for tests shall be obtained from a potable source of supply. The required tests shall be performed in accordance with this section and Section 108. M. Table 403.1 Minimum number of required plumbing fixtures - is amended by adding footnote (g): Footnote g: For business and mercantile occupancies with occupant loads of between fifteen (15) and one hundred (100), a water bottle dispenser or bottled water dispenser or similar appliance as approved by the building official shall be required. N. Section 504.6 Requirements for discharge piping - is amended by the addition of subsections 504.6.1 and 504.6.2 as follows: Section 504.6.1 Collection of Relief Valve Discharge: A means shall be provided to capture the discharge from a relief valve and convey it to the sanitary drainage system or exterior of the structure either by gravity or a pumped discharge. Exceptions: Replacements for existing water heaters. Where a water sensing device wired to a normally closed solenoid valve installed in the water service piping is placed within the water heater drain pan. Section 504.6.2 Pumped discharge of relief valve collection Pumps used to discharge the clear water collection of relief valves shall have an operating temperature equal to or exceeding that of the relief valve discharge temperature and shall have a gpm rating equal to or greater than the discharge of the relief valve. O. Section 701.2 Connection to sewer required is amended by deleting the exception. P. Section 715.4 - Written instructions is amended to state as follows: Written instructions for the operation, maintenance, safety and emergency procedures shall be provided to the building owner. Q. Section 717.4 Permitting is amended by to state as follows: 717.4 Permitting. Prior to permit issuance, a professional engineer shall review and evaluate the pre-installation recorded video camera survey to determine if the piping system is able to be relined in accordance with the proposed lining system manufacturer's installation requirements and applicable referenced standards. R. Section 717.7.1 Material data report is amended by to state as follows: 717.7.1 Material data report. The installer shall record the data as required by the relining material manufacture and applicable standards. The recorded data shall include but is not limited to the location of the project, relining material type, amount of product installed and conditions of the installation. A copy of the data report shall be provided to the professional engineer prior to final approval. S. Section 717.8 Post-installation recorded video camera survey is amended by to state as follows: 717.8 Post-installation recorded video camera survey. The completed relined piping system shall be inspected internally by a recorded video camera survey after the system has been flushed and flow-tested with water. The video survey shall be submitted to the professional engineer prior to finalization of the permit. The video survey/special inspection letter from the professional engineer shall be provided stating verification that no defects exist. Any defects identified shall be repaired and replaced in accordance with this code. T. Section 903.1.1 Roof extension - is amended by inserting the number "6" in the brackets. U. Section 1002.4.1.2 Reclaimed or gray water-supplied trap seal primer valve is deleted in its entirety. V. Chapter 13 Non-potable water is deleted in its entirety. W. Chapter 14 Subsurface Graywater Soil Absorption Systems is deleted in its entirety. X. Appendix D Degree day and design temperatures - is amended to add the following table: Winter Design Dry-bulb 4 degrees F Summer Design Dry-bulb 94 degrees F Summer Design Wet-bulb 63 degrees F Degree Days Heating 6,600 degrees F Degrees North Latitude 40 degrees 24 minutes Air Freezing Index 906 15.20.030 Violations and penalties. It shall be unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building or structure in the City of Loveland or cause the same to be done contrary to or in violation of any of the provisions of this code, as adopted and modified by the City of Loveland. Any person, firm or corporation violating any of the provisions of this code, as adopted and modified by the City of Loveland, shall be deemed guilty of a misdemeanor and subject to penalties as set forth in Section 1.12.010 of the City of Loveland Municipal Code. Section 2. That if any section, subsection, or portion of this ordinance is, for any reason, held to be unconstitutional or invalid for any reason, such decision shall not affect that validity of the remaining portions of this ordinance. City Council hereby declares that it would have passed this ordinance, and each section, subsection, and portion hereof, regardless of whether any one (1) or more sections, subsections, or portions may be declared unconstitutional or invalid. Section 3. That nothing in this ordinance shall be construed to affect any suit or proceeding pending in any court, or any rights acquired, liability incurred, or cause of action acquired or existing under any ordinance hereby repealed, nor shall any legal right or remedy of any character be impaired by this ordinance. Section 4. That the City Clerk shall cause to be published twice in a newspaper of general circulation within the City, once at least fifteen (15) days preceding the public hearing, and once at least eight (8) days preceding the public hearing, the following notice: Public notice is hereby given that at 6:00 p.m. on June 2, 2026 in the City Council Chambers, City Hall, 500 East Third Street, Loveland, Colorado, the Loveland City Council will consider on second reading an Ordinance Repealing and Reenacting Chapter 15.20 and Adopting by Reference the International Plumbing Code, 2024 Edition. A public hearing shall be held prior to said consideration. Copies of the above-referenced International Plumbing Code, 2024 Edition and any codes adopted by reference within the code are on file with the Loveland City Clerk and are open to public inspection. Section 5. That as provided in City Charter Section 4-9(a)(7), this Ordinance shall be published by title only by the City Clerk after adoption on second reading unless the Ordinance has been amended since first reading in which case the Ordinance shall be published in full or the amendments shall be published in full.
