The following public notice sets forth the amount of the adjusted price for a Transferable Development Right (TDR) in the Joint Upper Blue TDR Bank and the Countywide TDR Bank for 2026. The 2026 adjusted price for a TDR in the Upper Blue Basin is $311,240 and in the Tenmile and Snake River Basins is $189,225 plus an administrative fee set forth in the Planning Department Development Review Fee Schedule.PROJECT NAME:2026 TDR Price Adjustment (PLN26-002)APPLICANT:Summit County GovernmentACTION:A joint resolution (2023-13) was adopted February 28, 2023 between Summit County and the Town of Breckenridge establishing an updated methodology to annually adjust the price of TDRs sold from the Joint Upper Blue TDR Bank. A resolution (2023-14) was adopted February 28, 2023 establishing an updated methodology to annually adjust the price of TDRs sold from the Countywide TDR Bank. The price of a TDR sold from the Countywide Bank Upper Blue Account and Joint Upper Blue Bank is $311,240 and the price of a TDR sold from the Countywide Bank Tenmile or Snake River Accounts is $189,225 plus an administrative fee.BACKGROUND:TDRs are a tool used to redirect growth from areas less suited for development to areas that can more readily accommodate development. TDRs generally provide a vehicle where the rights to development in a “sending area” can be transferred to an urban “receiving area”.GENERAL LOCATION:The Upper Blue, Tenmile and Snake River Basins of Summit County.
