ELECTRONIC RESPONSES ARE DUE: APRIL 23, 2026 BY NO LATER THAN 11:00 A.M. 
Respondents shall submit all proposal documents electronically through www.demandstar.com. An instructional guide on how to submit documents is included with this solicitation.  The city only accepts electronic submittals via DemandStar.
LATE SUBMITTALS WILL NOT BE ACCEPTED OR CONSIDERED.  
SCOPE: The City of Hallandale Beach (City) is seeking bids from all interested and qualified Firms (Proposer) who can provide construction for use by the City of Hallandale Beach Public Works Department. The project focuses on providing additional parking capacity while incorporating adequate drainage to help alleviate existing flooding conditions.
MINIMUM QUALIFICATION REQUIREMENTS (MQRS): This Bid/Project contains Minimum Qualification Requirements (MQRs) that firms must meet to be deemed Responsive.  Please read the MQRs found in the solicitation document.
TO OBTAIN SOLICITATION/SPECIFICATIONS/DRAWINGS/PLANS: Obtained from the City of Hallandale Beach Website at www.cohb.org/solicitations and through DemandStar at www.demandstar.com.
NON-MANDATORY PRE-BID MEETING: An in-person only meeting will be held March 31, 2026 at 3:00 P.M., at City of Hallandale Beach City Hall Commission Chambers, located at 400 S Federal Highway, Hallandale Beach, FL 33009. A sign-in sheet will be available.
LAST DAY FOR QUESTIONS:  Any questions are to be submitted via email to  kvohwinkel@cohb.org no later than April 2, 2026 by 5:00 P.M.  Answers to questions received will be released via addendum. Changes, if any, to the scope of the services or proposal procedures will be transmitted only via a written addendum and available on the Citys website at www.cohb.org/solicitations and DemandStar at www.demandstar.com.   
BID OPENING: The Bid Opening will be held April 23, 2026 at 11:10 A.M., at City of Hallandale Beach City Hall Commission Chambers, located at 400 S Federal Highway, Hallandale Beach, FL 33009.
CONE OF SILENCE: Sec 23-19.  Cone of Silence. There is to be no communication between proposing Firms and City staff regarding this solicitation. Should any Firm contact you related to this solicitation, please direct the communication to the Procurement Department at (954) 457-1333.  
BID BOND: As per Procurement Code Section 23-7 (b) Security (bid bonds): Each proposer must provide with the submission a Proposal Guarantee/Bond in the form of Bid Bond in the amount of ten percent (10%) payable to the City of Hallandale Beach. These funds are not cashed. These funds are retained guaranteeing the firm submitting the proposal will not withdraw the proposal for such period of time as the Commission provides a Resolution for award of contract.  
PERFORMANCE AND LABOR MATERIALS PAYMENT BOND: Proof of 100% of total contract bonding capacity must be submitted with solicitation is required. Awarded Contractor must submit bonds no later than fifteen (15) days after receipt of Notification of Award.
