Ad#12281596; 4/30/2026 INVITATION TO BID This is an Invitation to Bid from the City of Melbourne, Housing & Urban Improvement Division, for work to be completed on property located at 1025 DOVE STREET, Melbourne, Florida 32935-9005. The contractors walk-through will be conducted on TUESDAY, MAY 5, 2026, AT 10:00 AM. All interested parties must attend this walk-through and submit sealed bids electronically via the Neighborly Contractor Portal for consideration. Contractors who do not attend the walk-through will not be permitted to submit a bid. To be eligible to submit a bid, contractors must complete registration to be approved in the Neighborly Contractor Portal and be approved vendors with the City of Melbourne. Sealed bids will be received by the Housing & Urban Improvement Division office via the Neighborly Contractor Portal, until 4:00 p.m. local time, May 26, 2026, at which time and place bids will be opened and publicly read thereafter for rehabilitation of an existing home at 1025 DOVE STREET, in the City of Melbourne, FL. he scope of work shall include all labor, materials, equipment, permits, drawings, and services necessary for the proper completion of the work in accordance with the specifications detailed in the Work Write-Up and General Specifications. All rehabilitation work must be carried out in compliance with the locally adopted 2020 Florida Building Code 7th Edition. In cases where compliance with these codes are impractical and/or cost-prohibitive, contractors will be required to comply with the code to the extent feasible as determined by the Building Department. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex (including gender identity, sexual orientation, and pregnancy), national origin, age (40 or older), disability, or genetic information. It is also illegal to retaliate against a person because he or she complained about discrimination, filed a charge of discrimination, or participated in an employment discrimination investigation or lawsuit. For more information, please refer to the U. S. Equal Employment Opportunity Commission (https://www.eeoc.gov). A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, may not transact business with any public entity in excess of the threshold amount provided in Section 287.017 of the Florida Statutes, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. The City of Melbourne reserves the right to reject any and all bids, and to waive technicalities and informalities.
