NOTICE TO BIDDERS TAXIWAY A REHABILITATION SPACE COAST REGIONAL AIRPORT TITUSVILLE, FLORIDA Sealed proposals for the furnishing of all labor, materials, services and equipment for the project entitled "TAXIWAY A REHABILITATION" at the Space Coast RegionalAirport in Titusville, Florida, will be received by the Titusville-Cocoa Airport Authority at the Office of the Executive Director, 1 Bristow Way, Titusville, Florida 32780, until 2:00 PM, local time, Tuesday, June 2, 2026, at which time the proposals will be publicly opened and read aloud. Proposals are due at the Titusville-Cocoa Airport Authority 1 Bristow Way Titusville, FL 32780 The scope of this project consists of the new construction of Taxiway A Rehabilitation and includes clearing & grubbing, earthwork, drainage (pipes and structures), pavement (subgrade base and asphalt pavement), sodding, pavement markings, airfield lighting and signage. Contract time from NTP is 314 calendar days. A non-mandatory Pre-Bid Conference will be held at 1 Bristow Way, Titusville, FL 32780 at 10:00 AM, local time, Thursday, May 7, 2026. A site visit will be conducted following the meeting. Site Visit: Bidders are encouraged to visit the site. Anyone unable to visit the site following the Pre-Bid Conference on 5/7/2026 is encouraged to submit a request for another site visit. All requests are to be submitted to Sue Finney at sfinney@avconinc.com. Bid Documents may be obtained in digital format from AVCON, Inc. on or after Friday, May 1, 2026. All requests for plans shall be sent to Sue Finney at sfinney@avconinc.com. Bidders must register with Sue Finney to receive addenda and important bidding information. Questions regarding the project must be submitted in writing via email to: Sue Finney at sfinney@avconinc.com. The last day for questions will be Thursday, May 21, 2026 at the close of business. Bid packages must be completed in accordance with the instruction to bidders. The work must conform to Plans and Specifications, including all Addenda. Copies of the Plans, Specifications, and other Contract Documents may be examined at the office of the Titusville Cocoa Airport Authority by appointment only on or after Friday, May 1, 2026. No proposals may be withdrawn after the scheduled time for receipt of proposals, for a period of One Hundred and Twenty (120) days. The Titusville-Cocoa Airport Authority reserves the rights to waive any informalities or reject any and all proposals, or to re-advertise for proposals. Proposals must be submitted as set forth in the "Proposal" included in the Contract Documents. A bid price must be submitted for each of the items listed on the bid form. A Bid Bond in the amount of 5% of the Total Amount Bid must be submitted with the proposal. A Payment Bond and a Performance Bond, each in sum equal to 100% of the amount of the Contract awarded, will be required prior to execution of contract. To be eligible for award of contract, the successful bidder may be requested to submit, upon request and within two (2) business days after the bid opening, evidence of financial responsibility, experience, qualifications, and satisfactory completion of previous projects, to the satisfaction of the Titusville-Cocoa Airport Authority, FAA, and FDOT. The Bidder shall agree to comply with the following requirement: "No member, officer, or employee of the Titusville-Cocoa Airport Authority during his tenure or for one year thereafter shall have any interest, direct or indirect, in this contract or the proceeds thereof." The award of this Contract may be contingent upon the concurrence of the Florida Department of Transportation. It is understood that the schedule of minimum wage rates, as established by the Secretary of Labor and included in the Specifications, are to govern on this project, and the bidder certifies that he or she has examined this schedule of wage rates and that the prices bid are based on such established wage rates. The undersigned prime contractor, if not a certified DBE, hereby assures that they will make sufficient and reasonable efforts to meet the DBE goals, that they will subcontract 0% percent of the dollar value of the prime contract to DBE firms, and that they will include the DBE clauses required by the sponsor's DBE Program in all subcontracts which offer subcontracting opportunities. The undersigned will complete and submit with the bid the attached DBE Participation Form, including a demonstration of a good faith effort if the DBE goal is not met.
