INVITATION TO BID
Sealed bids will be received by the City of Melbourne, Florida, through the EngineeringDepartment, 900 East Strawbridge Avenue, Melbourne, Florida, 32901, until 3:00 p.m., local time, June 10, 2026, at which time and place bids will be opened and publicly read for constructing FRONT STREET DRAINAGE IMPROVEMENTS.
DESCRIPTION OF WORK
The project includes drainage improvements to alleviate localized flooding on Front Street, just south of the Melbourne Avenue/Front Street intersection including storm sewer pipe, Type F inlet, manhole rim adjustment and concrete flumes. Other improvements include curb ramp upgrades, milling and resurfacing, concrete sidewalk, clearing and grubbing, maintenance of traffic, waterline deflection, signage, pavement markings and sod.
This project is NOT funded by state or federal funds.
The Contractor shall not subcontract more than 50% of the work based on the totalcontract price. Applicant may not utilize subcontractors for the role of project manager.The successful bidder must be FDOT prequalified in Work Classes 7 and 40. Contractor, or its subcontractor(s), shall possess and maintain during the term of this Agreement one of the following licenses and/or certifications Contractor, or its subcontractor(s), shall possessand maintain during the term of this Agreement one of the following licenses and/orcertifications:
1. Florida Registered or Certified General Contractor
2. Florida Underground Contractor

Plans, specifications and contract documents will be open to inspection and may beobtained on CD at the City of Melbourne, Engineering Department, 3rd Floor, 900 EastStrawbridge Avenue, Melbourne, FL 32901, or www.demandstar.com, or via email at OR kacie.black@mlbfl.org. Only complete sets of plans and specifications will be distributed.
All questions about the meaning or intent of this Invitation to Bid must be submitted in writing at least fourteen (14) calendar days prior to bid due date. All questions must be directed to the City of Melbourne, 900 E. Strawbridge Avenue, Melbourne, FL 32901, Attention: Kacie Black, Engineering Department, or Kacie.black@mlbfl.org. Only questions answered byformal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect and shall not be relied upon by Bidders in submitting their bids.
Bids must be accompanied by a cashier's check, bid bond, or other negotiable instrument in an amount not less than five percent of the bid. Bid bonds shall be countersigned by an agent having an established place of business in the State of Florida. No bid may be withdrawn for a period of 55 days after scheduled closing time for receipt of bids. Bidders must include one original and one copy of their submitted bid.
Contractor must ensure that employees and applicants for employment are notdiscriminated against because of their race, color, national origin, gender, age, religion,pregnancy, handicap or marital status. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list.

By signing this bid, the Bidder certifies, to the best of its knowledge or belief, that the Bidder and its principals have not been placed on the discriminatory vendor list. Bidders on the discriminatory vendor list may not submit a bid.
The City of Melbourne, Florida, reserves the right to reject any and all bids, and to waivetechnicalities and informalities.
