Invitation to Bid 2026-005 UTILITY BILLING MAILING
NOTICE OF COMPETITIVE OPPORTUNITY
The City of Oldsmar is soliciting sealed Bids to furnish all necessary labor, supplies, equipment, materials and incidental items, for the Bid project entitled, 2026-005-ITB: Utility Billing Mailing, which will be received at the City of Oldsmar Administrative Services Department, (2nd Floor), 100 State Street West, Oldsmar, Florida 34677-3655, until 2:00 PM local time, on Tuesday, June 23, 2026, at which time and place they will be publicly opened and read in the City Hall 2nd Floor Conference Room. Bid documents, including plans, specifications, drawings, are available at no charge from the City of Oldsmar, Administrative Services Department, 100 State Street West, Oldsmar, Florida 34677-3655 or online at www.MyOldsmar.com on Friday, May 22, 2026. Questions regarding this bid should be submitted in writing to Jennifer Campbell, Senior Procurement Analyst, at purchasing@oldsmarfl.gov. All questions must be submitted by 5:00 PM local time, on Monday, June 8, 2026.
Sealed bids shall be in an envelope bearing the Bid Submittal Label provided in the Bid document and submitted on proposal forms as provided in the ITB (or exact copies thereof). The City requires that a MARKED ORIGINAL and TWO (2) paper copies and ONE (1) pdf format electronic copy of the bid proposal forms be submitted for review. Bids are due no later than the time and date specified in this ITB. Any Bids received after that time and date will not be opened. Bids by electronic mail, telephone or transmitted by facsimile (FAX) machine will not be accepted. The City reserves the right to reject any and all Bids if it is deemed to be in the best interest of the City.
To ensure the City complies with ADA accessibility requirements, all Bid documents submitted must be PDF/A compliant. PDF/A compliant documents have embedded fonts and do not reference external files. If applicable, layers must not be preserved from CAD drawings. Scanned documents must be created as PDF/A-compliant, made text searchable, and have a minimum resolution of 300 dpi. Pursuant to the Florida Electronic Signature Act, officers or authorized agents of Proposers are authorized to sign Bids electronically in the s/ First Last format.
The bids will be publicly opened at the City Hall 2nd Floor Conference Room, 100 State Street W., Oldsmar, FL 34677. Bid opening will occur at 2 p.m. on Tuesday, June 23, 2026. Pursuant to Florida Statutes 119.071(1)(b), sealed bids, proposals, or replies received by an agency pursuant to a competitive solicitation are exempt from public records disclosure until such time as the agency provides notice of an intended decision or until 30 days after opening the bids, proposals, or final replies, whichever is earlier.

Disadvantaged Business Enterprises (DBEs) and Woman and Minority-Owned Business Enterprises (W/MBEs) are encouraged to submit a Bid.
