CITY OF PALM COAST INVITATION TO BID ITB-SWE-26-34 19 CENTRAL PLACE PIPE REPLACEMENT SCOPE OF SERVICES: The City of Palm Coast requires a qualified Contractor to furnish all labor, materials, equipment, supervision,permitting, traffic control, and incidentals necessary for the completion of the 19 Central Place Pipe Replacement (S-149-1 & S-149-2)project for the City of Palm Coast. The Contractor shall perform all activities in accordance with the construction plans (Sheets C-1 throughC-4), General Notes, and Utility Notes included in the project documents. The project involves the removal of the existing stormwater culvert pipes and the installation of a new 15-inch HDPE drainage system asshown in the plans. This includes pipe installation at the invert elevations indicated in the drawings, proper bedding, backfilling, compaction,and all connections or transitions required to tie the system into existing infrastructure. The Contractor shall also perform any necessarydewatering and temporary cofferdam operations to complete the retaining-wall and pipe-related work in the areas adjacent to thewaterway. Utility coordination, including Sunshine 811 notifications and compliance with utility separation requirements, must bemaintained throughout the project. The scope additionally includes the construction of a new retaining wall as detailed in the plans, consisting of concrete footing, masonryunits with grout and rebar, concrete lintel, finishing components, and temporary bracing against the existing seawall during installation. The Contractor must furnish and place coquina rock rip-rap and any required stone base in the locations indicated in the drawings. Roadwayrestoration shall be completed by installing a new asphalt patch over the disturbed section of pavement following the pavement sectionand structural requirements shown in the documents. All disturbed swales, shoulders, and landscaped areas must be regraded and restoredwith sod to match existing conditions. Throughout construction, the Contractor shall install and maintain all MOT devices required for safe pedestrian and vehicular access,including signs, barricades, markings, and traffic sequencing following FDOT and MUTCD standards. Erosion and sediment control measuressuch as silt fence, turbidity barriers, temporary stabilization, and maintenance activities must be implemented for the duration of theproject. All compaction, density testing, and quality-control requirements shown in the notes must be satisfied before acceptance. Uponcompletion, the Contractor shall prepare and submit a full set of as-built drawings sealed by a Florida-licensed surveyor, documenting allfinal elevations, invert data, pipeline locations, and any deviations from the approved plans. Final cleanup, restoration, and punch-listcompletion are required prior to project closeout. CONTRACT TIME: Total construction time to achieve Substantial Completion is thirty (30) consecutive calendar days from the date of the Notice to Proceed, with an additional fifteen (15) consecutive calendar days to achieve Final Completion. DOCUMENT, AVAILABILITY, SUBMISSION, OTHER INFORMATION: Bid documents are available at no-cost through the Citys ProcurementPortal at (https://palmcoastgov.bonfirehub.com/portal). Bid submittals shall be received electronically through the Citys ProcurementPortal by the specified time and date. No other method of submission will be allowed or considered (i.e. mailed, emailed, or hand delivered). CONTACT: All prospective Bidders are hereby instructed not to contact any member of the City of Palm Coast City Council, City Manager,or City of Palm Coast staff members other than the noted contact person(s) regarding this bid/request at any time prior to the bid/requesthaving been formally presented to, and voted on by, the City Council. Any such contact shall be cause for rejection of your bid/requestsubmittal. QUESTIONS: Any questions concerning the intent, meaning and interpretations of the bid documents including the draft agreement, shallbe requested in writing through the Citys Procurement Portal Web Page (https://palmcoastgov.bonfirehub.com/portal) at least seven (7)calendar days prior to the due date. ADDENDA: Should revisions to the bid documents become necessary; the City shall post addenda information on the Citys ProcurementPortal Web Page (https://palmcoastgov.bonfirehub.com/portal). All Bidders should check the Citys Procurement Portal Web Page at leastthree (3) calendar days before the date fixed to verify information regarding Addenda. Bidder shall sign, date, and return all addenda withtheir bid submittal. Failure to do so shall result in rejection of the bid submittal as unresponsive. BID SECURITY/BID BOND: A Bid Bond shall accompany each Bid if the Bid amount is one-hundred thousand dollars ($100,000) or greater. The Bid Bond shall be for an amount not less than five percent (5%) of the Bid price and shall be made payable to the City as a guaranteethat the Bidder will not withdraw his/her Bid for a period of one hundred twenty (120) days after the Bid closing time. PERFORMANCE, PAYMENT, & MATERIAL AND WORKMANSHIP BONDS: In the event the Contract is awarded to the Successful Bidder andwill enter into a written Agreement with the City and furnish a Payment Bond and Performance Bond in an amount equal to the ContractPrice. The Material and Workmanship Bond shall be in an amount equal to ten percent (10%) of the Contract Price as adjusted on the FinalApplication for Payment. The Bidder will forfeit their Bid Security if they fail to do so. All Bonds shall be secured from or countersignedby an agency or surety company recognized in good standing and authorized to do business in the State of Florida. AWARD OF CONTRACT: All submittals will be evaluated by City staff in accordance with the criteria set forth in the bid documents. The Cityreserves the right to reject all bids/submittals, and to solicit and re-advertise for new bids, or to abandon the project in its entirety at anytime during the process including, but not limited to, after the Notice of Intent to Award. Pursuant to Florida Statutes 287.05701, the Citywill not will not give preference to or request documentation of or consider a vendors social, political, or ideological interests whendetermining the vendors qualifications.
