INVITATION TO BID


The Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the construction of the Owenwood Road Dirt Road Stabilization Project. The project includes the stabilization of approximately 0.982 miles of roadway and will consist of clearing and grubbing, earthwork, erosion and sediment control measures, asphaltic concrete pavement, vegetative stabilized shoulder, signage and pavement markings, and drainage improvements including, but not limited to, the grading of ditches and swales, cross drains, concrete end-walls and mitered end sections, drainage culverts, and associated appetences.


The Prime Contractor or subcontractor shall be qualified in, under Rule Chapter 14-22, Florida Administrative Code, the following major classes of work: 1) Flexible Paving 2) Hot Plant-Mixed Bituminous Courses 3) Roadway Signing, 4) Drainage, 5) Grading, 6) Grassing, Seeding and Sodding and 7) Pavement Marking.


A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) Thursday, April 16, 2026 in the Public Works Conference Room , 840 W. 11 th Street, Suite 2400 , at 840 W. 11 th Street, Panama City, Florida 32401.


ELECTRONIC OR SEALED PAPER BIDS for ITB NO: 26-30 Owenwood Road Dirt Road Stabilization Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 3:00 pm (CDT) Wednesday, May 6, 2026. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.


Bids for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11 th Street, Suite 2500, Panama City, Florida 32401.
