City seeks proposals for construction services for water facility upgrades.

CONSTRUCTION SERVICES FOR FULLERS RECLAIM JOCKEY PUMP AND WESTERN STORAGE POTABLE REFILL PIPE UPGRADES
The City of Winter Garden, Florida, is soliciting proposals from qualified professional general contractors that are interested in providing construction services for the Citys Fullers Cross Facility and the Western Storage and Repump Facility.
In selecting the contractor, the City shall consider such factors as the ability and availability of the contractors resources (personnel and equipment); past performance; willingness to meet time schedules; recent, current, and projected workloads; past experience with similar projects; and cost.
Proposal packages must be received no later than 2:00 p.m. (local time) on Tuesday, June 2, 2026. Any proposal packages received after the above noted time will not be accepted under any circumstances. Any uncertainty regarding the time a proposal package is received will be resolved against the Respondent. Proposal packages submitted after this designated time will be returned unopened.
Contractors interested in providing the construction services shall submit one (1) original and four (4) copies of their proposal to the City of Winter Garden reception desk by the submission deadline to the attention of: Steve Pash  Assistant City Manager for Public Services

Each proposer shall be required to download a RFP package from the City website prior to submitting his/her/its proposal and have a representative attend a MANDATORY PRE-PROPOSAL MEETING. The Mandatory Pre-Proposal Meeting is scheduled for 2:00 p.m. on Tuesday, May 19, 2026, at the Winter Garden City Hall, 300 West Plant Street, Winter Garden, Florida, 34787. Proposers who do not have a representative attend the Mandatory Pre-Proposal Meeting shall be disqualified. No faxed or electronic submissions will be accepted.
RFP proposal packages may be obtained online. Citys engineering consultant, Mead & Hunt, 4401 Eastport Parkway, Port Orange, FL 32127, will respond to questions on the design, but it first must come through the City. Please direct all inquiries to City of Winter Garden. The City of Winter Garden reserves the right to accept or reject, in part or total, any or all proposals and to waive any informalities as deemed in the best interest of the City.
All proposals must be marked on the outside of the envelope with the proposers name, project name, and the time and date of opening. It shall be the BIDDERS responsibility to ensure that proposals are delivered to the above address by the appointed time.
