Sealed Bids will be received by JEA, Procurement Department, Bid Office until 12:00 noon on April 28, 2026. All bids received from a qualified bidder shall be publicly opened, read aloud, and recorded at 2:00 p.m.

Title: Construction Management at Risk (CMAR) for General Construction Services
Scope: The purpose of this solicitation is to establish continuing contracts for Construction Management at Risk (CMAR) for General Construction Services Projects (this "Solicitation"). Work will be assigned to selected CMARs through individual Task Orders, as may be negotiated and assigned, and which may include new construction, renovation, renewal, replacement, building maintenance, equipment installation, utility work and other miscellaneous projects and the Estimated Construction Costs for each individual project in a continuing contract as defined in 255.103(4), Florida Statutes, as amended from time to time. 
Respondents to this RFP must have proven expertise and extensive experience in the CMAR execution process related to water, wastewater, and reclaimed water infrastructure including, but not limited to, construction management of pumping stations, water treatment facilities, and wastewater treatment facilities and improvements. Self-performing and emergency projects may be requested by JEA. The selected continuing CMAR firms under this RFP will cover a period of 5 years from the date of execution of the underlying Contract.
JEA will issue Task Orders on an as-needed basis for individual projects throughout the contract term. Each Task Order will define the specific project scope, budget, schedule, and deliverables. CMARs may be assigned Task Orders based on project type, complexity, availability, past performance, and JEA's assessment of best fit foreach project. There is no guarantee of a minimum or maximum number of Task Orders or dollar value of work to any CMAR during the contract term.
