JACOBS; CHARLES JACOBS, JR.; UNITED STATES OF AMERICA ON BEHALF OF THE SECRETARY OF HOUSING AND URBAN DEVELOPMENT; LAKE VIRGINIA OWNERS ASSOCIATION, INC. and OXFORD CHASE HOMEOWNERS ASSOCIATION, INC. defendants.
