Qualifications will be received electronically by the Purchasing Manager via OpenGov, the Citys e-Procurement Portal (Portal) https://procurement.opengov.com/portal/lakelandgov, until 2:00 pm  Friday, April 10, 2026. Qualifications received after this specified time and date will not be considered. The sealed qualifications will be publicly opened and read aloud on the same date and time in the office of the Purchasing Manager for the following:

Qualification Documents may be accessed by visiting our Website at https://procurement.opengov.com/portal/lakelandgov or by contacting the City of Lakeland Purchasing Division @ (863) 834-6780. Documents are Required for Submittal. Bidders are required to submit their response through the Portal. Bidders shall sign up on the Portal https://procurement.opengov.com/portal/lakelandgov if an account does not exist.

THE CITY OF LAKELAND IS REQUESTING QUALIFICATIONS FROM EXPERIENCED ENGINEERING FIRMS PREQUALIFIED BY THE DEPARTMENT OF TRANSPORTATION IN WORK TYPE 3.1 (MINOR HIGHWAY DESIGN) AND WORK TYPE 9.1 (SOIL EXPLORATION) FOR THE TENOROC TRAIL SEGMENT 1 PROJECT THROUGH THE PUBLIC WORKS DEPARTMENT. THIS SOLICITATION WILL FOLLOW THE REQUIREMENTS OF FLORIDA STATUTE 287.055 TERMED THE CONSULTANTS COMPETITIVE NEGOTIATION ACT (CCNA). IN COMPLIANCE WITH THE FLORIDA CONSULTANTS COMPETITIVE NEGOTIATION ACT (CCNA), (CHAPTER 287), RATES SHALL NOT BE INCLUDED IN THIS PROPOSAL.

THE TENOROC TRAIL DESIGN PHASE IS FUNDED THROUGH A STATE-FUNDED GRANT ADMINISTERED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT). FEDERAL REQUIREMENTS ARE INCLUDED IN THIS RFQ SOLELY TO MAINTAIN COMPLIANCE FOR FUTURE FUNDING ELIGIBILITY. RESPONDENTS ARE ADVISED THAT ONLY THOSE STATE AND FEDERAL REQUIREMENTS APPLICABLE TO THE PROJECTS AUTHORIZED FUNDING SOURCE(S) AND PHASE WILL APPLY AT THE TIME OF CONTRACT EXECUTION.
