OKALOOSA COUNTY BOARD OF COUNTY COMMISSIONERS OKALOOSA COUNTY AIRPORTS NTB-1 NOTICE TO BIDDERS DESTIN EXECUTIVE AIRPORT (DTS) MARCH 2026 DTS TAXIWAYS REHABILITATION BID DOCUMENTS NOTICE TO BIDDERS The Okaloosa County Board of County Commissioners, hereinafter called "Owner," hereby requests sealed bids for the DTS TAXIWAYS REHABILITATION project, at Destin Executive Airport until April 29th, 2026 at 3:00pm. The project can generally be described as: The asphalt pavement rehabilitation of Taxiway A and all associated taxiway connectors, the realignment of the Hangar Row Taxilane and rehabilitation of associated taxi streets, modifications to affected airfield signage and lighting, drainage improvements, pavement markings, and restoration. The time of completion for the BASE BID scope of work is anticipated to be 165 calendar days to achieve Substantial Completion. If bid alternates are awarded, contract time will be extended per the construction and safety phasing plan. Exact time requirements are defined in the Issued for Bid Plans. Interested respondents desiring consideration shall submit their response online at OpenGov through the link provided below: https://procurement.opengov.com/portal/myokaloosa All responses must be submitted using OpenGov only. No other means of submission of responses will be accepted. Responses will be accepted by OpenGov until April 29th, 2026 at 3:00 p.m. (C.S.T.) at which time all bids that are timely submitted will be opened and reviewed. These Bid Documents also include a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Bid Documents may result in the rejection of the Bid as non-responsive or a finding that the Bidder is not qualified for this Project. A NON-MANDATORY Pre-Bid Conference will be conducted at the Destin-Fort Walton Beach Airport, Conference Room No. 1, 1701 State Road 85 N, Eglin AFB, FL 32542-1498 on April 8th at 1:00 PM. A Zoom meeting will also be provided simultaneously, please email epoole@myokaloosa.com for Zoom meeting details. A Site Inspection will be conducted immediately following the Pre-Bid Conference. The Pre-Bid Conference is the primary opportunity that Bidders will have to address with the Owner questions about the Project, the Contract Documents, and the Owners security requirements. A Bid Security in the amount of five percent (5%) of the sum of the Total Bid Price will be required for this Project. Exact Bid Guarantee period requirements are defined in the Instructions to Bidders. IMPORTANT NOTICES All Bidders are hereby notified that they must comply with: 1) the Disadvantaged Business Enterprise (DBE) requirements of 49 CFR Part 26, as referenced in the Owner's Disadvantaged Business Enterprise Participation Program and Affirmative Action requirements; 2) the Buy American requirements imposed by 49 USC 50101; 3) the minimum prevailing wage rates established by the Secretary of the U.S. Department of Labor (Davis Bacon requirements); 4) Certification Regarding Lobbying Pursuant to 49 CFR Part 20 for Contracts, Grants, Loans, and Cooperative Agreements; 5) Certification Regarding Debarment, Suspension, Ineligibility And Voluntary Exclusion (2 CFR Part 1200 and 2 CFR Part 180); and 6) Certification Regarding Foreign Trade Restriction. The Okaloosa County Board of County Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport concessions disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The DBE Participation Goal for this Contract is 3.23%. Funding for this project is being provided by Okaloosa County, Federal Aviation Administration, and the Florida Department of Transportation and will be subject to all applicable County requirements.
