CALL FOR BIDS The Putnam County Board of County Commissioners is requesting sealed bids from qualified contractors for Dirt to Pave 2025. The work shall consist of, but not be limited to clearing and grubbing (tree trimming or removal), installation of drainage piping and structures, construction and redevelopment of swales, placement of imported fill, stabilization of subgrade, placement and preparation of limerock road base, and construction of asphalt roadways over twenty-two (22) current dirt roads in various locations. Contractors may bid on one or more District locations. Any discount for bundled pricing or winning more than one project area will be considered. The County reserves the right to award to one or more bidders who best meet the need of the County. The County will evaluate bid price per project location as well as collective. Ancillary activities include traffic control program, grading and dressing shoulders, sodding and seeding, feathering asphalt to connected driveways and roadways, painted or thermoplastic pavement striping as needed, and other incidentals necessary to complete the work. Sealed bids may be deliver in person or by courier mail to Putnam County General Services Department c/o Leigh Doran, 2509 Crill Avenue, Ste 200, Palatka, Florida, 32177. Only sealed bids received on or before the aforestated time and date will be considered. Vendor must indicate the bid number and description on the outside envelope. There will be a mandatory pre-bid meeting held at 10:00 a.m., Wednesday, March 18, 2026, in the conference room at the 2509 Crill Avenue, Suite 200, Palatka, Florida, 32177. This bid requires a payment and performance bond by any Contractor awarded work. Questions concerning the specifications may also be emailed to Leigh Doran, Procurement Supervisor at Leigh.Doran@putnam-fl.gov. Answers to questions received will be posted online with the bid documents. Questions must be received at least 7 days prior to bid opening. The Putnam County Board of County Commissioners reserves the right to accept or reject any or all bids and to waive any informalities.
