TOWN OF LAKE PARK REQUEST FOR PROPOSAL (RFP) 104-2026 - Mobility Plan/Schedule Update The Town of Lake Park is soliciting sealed proposals from qualified and experienced mobility firms/consultants to update the Town's adopted Mobility Plan. The Scope of Work and project specifications are included as part of this RFP. Scope of Work The Consultant shall perform all work required to update the Mobility Plan as described below; deliverables and schedule are detailed under sections 2.3 and 2.4 herein. Review the existing Town of Lake Park Mobility Plan, mobility-fee ordinance, related development-regulation documents, comprehensive plan transportation element, and relevant data sets. Review current local ordinances, County Code, Florida Statutes (particularly 163.31801, F.S.), and relevant case law.Review all proposed projects and future mobility infrastructure needs within all Town roadways and Rights-of -Way and all County and Federal roadways and Rights-of- Way within the Town.Analyze projected Town population and development trends (i.e., consider current proposed developments, etc.)Assess current and future capital needs for eligible services and to meet infrastructure needs within the TownReview Lake Park CIP and meet with staff, Commission, community and other governmental agencies, stakeholders as needed Evaluate any overlapping jurisdictional issues (county vs. municipality) and create a framework for an interlocal agreement effecting proportional cost sharing or maintenance responsibilities, as required by HB 479 when both county and municipality charge for transportation impacts.Provide proposed revised mobility fee schedule and nsure the proposed Mobility Plan and Fee schedule provides for appropriate projects and rates to sufficiently offset transportation impacts and update deficiencies as needed. Evaluate financial and economic impacts of proposed fees on new development within the Town.Attend Commission Meetings and other required meetings and present findings to staff, elected officials and the public.Conduct community and public/Town workshops and public hearings as needed.Develop electronic and/or mailed survey (Who is expected to pay for all costs?)Draft ordinances and policy documents for fee adoption.Recommend administrative procedures and update schedules.Assist in negotiating and developing the required interlocal agreement with Palm Beach County, which should include, but not limited to the following:Ensure that any new development or redevelopment is not charged twice (by the County and/or the Town) for the same transportation capacity impacts.Provide a method for the proportionate distribution of the revenue collected by the county and/or municipality to address the transportation capacity impacts of new development and/or redevelopment, and provide a method of assigning responsibility for the mitigation of the transportation capacity impacts belonging to the county and the municipality Ensure compliance with any and all other relevant changes under HB479 as identified under Scope of Work subsection A. A copy of the Town's Existing Mobility Plan and associated documents will be included with this request. RFP Availability RFP documents will be available beginning Monday, February 9, 2026, between 8:30 a.m. and 5:00 p.m. (local time) by contacting the Town Clerk's Office at (561) 881-3311 or by email at townclerk@lakeparkflorida.gov. Requested documents will be distributed electronically. Proposal Submission - Proposals must be submitted electronically (on a flash drive) and in hard copy, once copy, using the forms provided in the solicitation package. The cost proposal shall not be included with the electronic version and only included with the hard copy version in a separate sealed envelope. Sealed submissions must be marked: "RFP 104-2026 ? Lake Park Mobility Plan Update" (the separate sealed cost enveloper shall be marked "Cost Proposal" and delivered to: Town Clerk's Office 535 Park Avenue, Lake Park, Florida 33403 All proposals must be received no later than Wednesday, March 11, 2026 at 2:30 p.m. (local time). Proposals will be publicly opened and read aloud immediately thereafter in the Town Hall Commission Chambers located at the same address. Late submissions or proposals delivered to any location other than the Town Clerk's Office will not be accepted and will be returned unopened. Proposer Responsibilities It is the sole responsibility of each proposer to ensure that all required documents are submitted and that all pages are included in their proposal. Proposers are strongly encouraged to thoroughly review the RFP documents and become fully acquainted with the scope of services before submission. All inquiries regarding the scope or content of this RFP must be submitted in writing via email to townclerk@lakeparkflorida.gov. The deadline for all questions/inquiries is Wednesday, March 4, 2026 at 5:00 p.m. (local time). Taxes The Town of Lake Park is exempt from Federal and State sales taxes on tangible personal property. Rights Reserved The Town reserves the right to accept or reject any or all proposals, in whole or in part, at any time, to waive informalities or technicalities, and to award the contract in a manner deemed to be in the best interest of the Town. All prices submitted must remain firm once submitted in separate sealed envelope. Legal Notice All proposers are advised that unauthorized use of the Town of Lake Park seal in connection with this RFP is strictly prohibited and constitutes a second-degree misdemeanor according to Section 165.043, Florida Statutes.
