Palm Beach County Animal Care and Control Facility Renewal and Replacement, GMP 2 INVITATION TO BID Bid Date: Thursday, March 12, 2026 at 2:00 PM ET Project: Palm Beach County Animal Care and Control Facility Renewal and Replacement, GMP2 Wharton-Smith, Inc., together with Messam Construction and Kirchman Construction Co. proudly serves as the Construction Manager for Palm Beach County and is soliciting proposals from prequalified subcontractors for GMP 2 of the Palm Beach County Animal Care and Control Facility Renewal/Replacement project located at 7100 Belvedere Road, West Palm Beach, FL 33411. This project consists of approximately 42,460 renovated square feet, 66,336 new unconditioned and conditioned square feet, and 14.05 acres will be completed in five total sequences. Sequence 0 has been awarded and already commenced. Sequences 1 through 4 is the subject of this solicitation, consisting of selective building demolition, concrete, masonry, steel and miscellaneous metals, millwork/casework, FRP, roofing, waterproofing, sealants, doors & hardware, FRP doors, glass & glazing, ICU and critical care unit entrances, drywall, acoustical, stucco/plastering, flooring, sound-absorbing wall units, painting, specialties, signage, canopies & walkway covers, animal care equipment, laundry equipment, foodservice equipment, metal casework & countertops, radiation protection, elevators, fire suppression, plumbing, HVAC (including chilled water services), integrated automation, electrical, communications, safety & security, earthwork, paving, markings, signage & curbwork, flatwork, synthetic grass, fencing, landscape & irrigation, and utilities. We anticipate a June 2026 Notice to Proceed to facilitate a July 2026 mobilization. Work will be performed on an occupied campus and will meet a September 2029 final completion. A non-mandatory Pre-Bid Meeting & Walkthrough is scheduled for Thursday, February 26, 2026, at 10:00 AM at the existing Animal Care and Control Facility, located at 7100 Belvedere Road, West Palm Beach, FL 33411. Prospective bidders are encouraged to attend; however, attendance is not mandatory. Bids will be received at the office of Wharton-Smith, Inc., located at 5210 Hood Road, Palm Beach Gardens, FL 33418, no later than the date and time prescribed above. Bids may be hand delivered, mailed, or emailed to comest@whartonsmith.com. Bids received after the appointed date and time will be subject to rejection. Bids will only be accepted from Prequalified Firms utilizing the required Form of Proposal (Bid Form) included in the Bid Package. The RFI deadline is March 3, 2026 at 5:00 PM. Please submit RFI's to comest@whartonsmith.com. Do not contact the Architect or Owner for information on this project. Small and local subcontractors actively registered with Palm Beach County's EBO office are encouraged to participate. The EBO goal for this project is 20%. Payment & Performance Bonds will be required for all building envelope scopes of work and subcontracts valued at $100,000.00 or greater.
