NOTICE OF PUBLIC HEARING
REGARDING
NOT TO EXCEED $80,000,000
PUBLIC FINANCE AUTHORITY
MULTIFAMILY HOUSING REVENUE BONDS
(FOREST VIEW APARTMENTS PROJECT)
NOTICE IS HEREBY GIVEN that, as required by Section 147(f) of the Internal Revenue Code of 1986, asamended (the "Code"), Emily Zackon, serving as hearing officer ("Hearing Officer") on behalf of the State of Florida and the Public Finance Authority (the "Authority"), will hold a public hearing on April 22, 2026, at 11:00 a.m. eastern time via TELECONFERENCE ONLY, or as soon as practicable thereafter, concerning the proposed issuance by the Authority, a commission organized under and pursuant to the provisions of Sections 66.0301, 66.0303 and 66.0304 of the Wisconsin Statutes, as amended, of its Multifamily Housing Revenue Bonds (Forest View Apartments Project), in one or more series (the "Bonds") in a maximum principal amount of not exceeding $80,000,000.
The Bonds are expected to be issued pursuant to Section 66.0304 of the Wisconsin Statutes, as amended, and the proceeds from the sale of the Bonds will be loaned to Bedford Affordable Housing Foundation, a California nonprofit, public benefit corporation and an organization described in Section 501(c)(3) of the Code, or one or more affiliated entities (collectively, the "Borrower"), and used to (i) finance the acquisition of a 312-unit multifamily affordable housing development for individuals and families of low to moderate income located at 1000 SW 62nd Boulevard, Gainesville, Florida 32607 in Alachua County, Florida and known as Forest View Apartments (the "Development"); (ii) finance certain capital improvements at the Development; (iii) fund any required reserve funds relating to the Bonds or the Development, including debt service reserve funds; (iv) finance interest on the Bonds; and (v) pay costs incurred in connection with the issuance of the Bonds. The Bonds will constitute "qualified 501(c)(3) bonds" within the meaning of Section 145(a) of the Code.
Borrower will be the initial legal owner and principal user of the Development.
The Bonds will be special limited obligations of the Authority payable solely from the loan repayments to be made by the Borrower to the Authority, pursuant to a loan agreement, and certain funds and accounts established by a trust indenture relating to the Bonds.
The Public Hearing will be conducted by the Hearing Officer telephonically, and the public will not be able to attend in person. However, all persons who wish to provide comments or listen to the Public Hearing may join by calling toll free at (833) 803-5415, Passcode 110853586#. Members of the public may submit oral or written comments to the Hearing Officer to express their views for or against the proposed issuance of the Bonds or the location and nature of the Project. All persons who wish to submit oral comments during the Public Hearing must contact the Hearing Officer, not less than 24 hours prior to the Public Hearing, via email to ColumbiaBondTeam@parkerpoe.com to inform the Hearing Officer of their desire to speak at the Public Hearing. Those who present comments during the Public Hearing will be permitted to address the Hearing Officer regarding the Development or the Bonds for no more than five (5) minutes.
