NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 2, 2026 Florida Housing Finance Corporation 227 North Bronough Street, Suite 5000 Tallahassee, FL 32301-1329 (850) 488-4197 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation. REQUEST FOR RELEASE OF FUNDS On or about April 28, 2026, the Florida Housing Finance Corporation (FHFC) will submit a request to the U. S. Department of Housing and Urban Development (HUD), for the release of HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) for the financing for developments under 24 CFR Part 92 under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with Section 288 (42 U.S.C. 12838), as amended, to undertake a project known as Residence at Cedar Creek located at 530 Hogan Lane, Quincy, Gadsden County, FL, 32351. The project involves the construction of three residential buildings consisting of 94 units: 52 one-bedroom/one bathroom, and 42 two-bedroom/one-bathroom units. A total of 164 parking spaces will be available to residents located to the north, east, south, and west of the buildings. The project’s construction costs are estimated at $25,846,387.00 to be partially funded with FHFC Multifamily Mortgage Revenue Bonds: $13MM; Non-Competitive Housing Credits (4% HC): $2,065,273; State Apartment Incentive Loan, $8,430,200; Deferred fees/costs: $1,627,014 = $25,122,487 and HOME-ARP financing in an amount of up to $723,900.00. As stipulated by HUD, an Environmental Review is required of the project according to 24 CFR Part 58. The environmental review, conducted under 24 CFR Part 58, encompasses the entire project. FINDING OF NO SIGNIFICANT IMPACT FHFC has determined that the Residence at Cedar Creek project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The Environmental Review Record is on file at FHFC, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays from 9:00 AM to 4:00 PM, excluding recognized Federal and State holidays. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, Attention: Ms. Angeliki Sellers or via e-mail at ERRComments@floridahousing.org. All comments received by April 27, 2026, will be considered by the Florida Housing Finance Corporation prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Florida Housing Finance Corporation certifies to the U.S. Department of Housing and Urban Development (HUD) that Ms. Angeliki Sellers, in her capacity as Chief Financial Officer and duly authorized Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorizes and allows FHFC to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the Florida Housing Finance Corporation’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, or incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ms. Tonya R.
