City of Kankakee Kankakee County, Illinois NOTICE TO CONTRACTORS City of Kankakee will receive sealed proposals for the following improvements at the Kankakee City Clerk's Office, 304 S. Indiana Avenue, Kankakee, Illinois 60914, until 2:00 PM on April 16, 2026 City of Kankakee - 2026 Street Maintenance Program - City Bond Funds Various Streets Kankakee, IL, 60901 Proposals will be publicly read aloud on April 16, 2026 at 2:00 PM. No bid shall be withdrawn after the opening of the proposals without the consent of the Mayor and City Council for a period of ninety days after the scheduled time of closing bids. All proposals shall be sealed in an envelope, addressed to City of Kankakee, attention Clerk's office. The name and address of the bidder and the name of the project shall appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer. The Bid Documents, including specifications, are on file at the office of the Engineer, Piggush Engineering, Inc., 149 N Schuyler Avenue, Kankakee, IL 60901 (phone 815.614.3447), and may be obtained upon a nonrefundable deposit of $30.00 for each hard copy set of documents to be obtained. The bid documents will be issued until 3:30 PM on the last business day preceding the bid. No refund will be made for documents received from the Engineer. A certified check/bank draft drawn on a solvent bank or a bid bond drawn on a solvent bank, payable without condition to City of Kankakee in an amount not less than ten percent (5%) of the bid shall be submitted with each proposal, as a guarantee that, if the proposal is accepted, a contract will be entered into and the performance of the contract is properly secured. A performance bond in a sum equal to one hundred percent (100%) of the amount of the bid, with sureties to be approved by the Mayor and City Council for the faithful performance of the contract, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bond upon acceptance of such bid or proposal. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Mayor and City Council their best interests will be promoted thereby. The Contractor will be required to pay not less than the prevailing wage rates on this project as established by the State of Illinois Department of Labor. He shall also comply with all applicable Federal and local regulations. Prequalifications will be required to be submitted to the Engineer by all potential bidders. If in the opinion of the Engineer and the Mayor and City Council, an applicant would not be able to serve the best interest of the City, a proposal will not be issued to the applicant. Electronic bid packages and plans may be obtained for no charge. All proposals must have hard copies delivered and must be signed as required as well as accompanied by a bank cashier's check, certified check, or bid bond for not less than five percent (5%) of the amount of the bid. A performance bond in the amount of One Hundred Percent (100%) of the Contract will be required. The Prevailing Rate of Wages as determined by the Illinois Department of Labor shall apply to this project. The Owner reserves the right to reject any or all proposals and to waive technicalities.
