NOTICE TO CONTRACTORS NEW MILFORD STREETS IMPROVEMENTS 2026 VILLAGE OF NEW MILFORD WINNEBAGO COUNTY, ILLINOIS Proposals are now being accepted for the 2026 New Milford Streets Improvements project in the Village of New Milford, Illinois. Improvements include HMA Surface Milling, Pavement Removal, PCC Curb and Gutter Removal, PCC Curb and Gutter, Aggregate Base Course, HMA Surface Course, and Inlet and Manhole Adjustment. Each proposal must be accompanied by the Contractor's Certificate of Eligibility, a certified check, cashiers check, or bid bond, payable to the Village of New Milford for the amount not less than five percent (5%) of the total amount of the proposal. The Contractor's Prequalification Categories must be relevant to the majority of work to be performed. All bidders shall note the following: (1) construction monies will be drawn from local funds on hand; (2) the successful contractor will be paid on a monthly basis according to the approved estimate of completed work; (3) the Village strongly urges all contractors to employ the use of local subcontractors, suppliers, and trades as much as possible for this contract. Labor rates shall be in accordance with the General Prevailing Rate of Wages for the Village of New Milford, Winnebago County, Illinois, and which are on file in the Office of the Department of Labor, Springfield, Illinois. Such rates shall be paid for all laborers, workman, or tradesman performing work under this contract. The Village reserves the right to reject any or all bids on each proposal, and to waive any information therein or to accept any proposal considered in the best interest of the Village. No bid shall be withdrawn after the opening of bids without written consent of the Village of New Milford for a period of forty-five (45) days after the scheduled time of opening of bids. Bids shall be received at the office of Village Clerk, Village of New Milford, 6771 11th Street, Rockford, IL, until 11:00 A.M. on May 15, 2026 at which time the bids will be opened and read aloud.
