NOTICE OF INTENT TO ISSUE BONDS AND RIGHT TO FILE PETITION Notice is hereby given that pursuant to Ordinance No. 2026-D (the “Ordinance” ), adopted by the Board of Park Commissioners of the Wheeling Park District, Cook and Lake Counties, Illinois (the “District” ), on the 21st day of April, 2026, the District intends to issue alternate bonds (the “Bonds” ), in an aggregate princi- pal amount not to exceed $12,000,000 for the payment of land condemned or purchased for parks, for the building, maintaining, improving and protecting of the same and the existing land and facilities of the District, including constructing a new aquatic center, and for the payment of the expenses incident thereto. The revenue sources that will be pledged to the payment of the principal of and interest on the Bonds will be (i) moneys lawfully available in the District's recreation fund, and (ii) such other funds of the District as may be lawfully available and annually appropriated for su
