KANKAKEE HYDROELECTRIC PROJECT, FERC No. 8632 PUBLIC NOTICE On April 3, 2026, the City of Kankakee (City), Illinois, Licensee (and Applicant), filed a final application for a new license to continue operating and maintaining the existing Kankakee Hydroelectric Project (Minor Project, Less than 10 Megawatts [MW] - Existing Dam) with the Federal Energy Regulatory Commission (FERC). The Kankakee Hydroelectric Project (Project) is located at Kankakee Dam (owned by the State of Illinois and leased to the City of Kankakee for hydropower purposes) on the Kankakee River (river mile 124 downstream of its headwaters near South Bend, Indiana) in the City of Kankakee in Kankakee County, Illinois. The Project includes a powerhouse containing three generating units with a total installed capacity of 1.2-MW; a single-circuit, 12.5-kilovolt (kV) transmission line extending 2.4 miles from the powerhouse and terminating at the Kankakee River Metropolitan Agency Wastewater Treatment Plant [KRMA WWTP] located along the river downstream; and appurtenant facilities. Five segments of the transmission line (1.5-miles total, including the bridge crossing in a conduit) are located underground, while the remaining four segments (0.9-mile total) are suspended aboveground on standard, 40-45-foot-tall, wooden poles. The existing FERC license expires on April 30, 2028. In accordance with FERC regulations contained in 18 CFR 4.61, the application to relicense the Project (Application) includes an Initial Statement, Exhibit A, Exhibit E, Exhibit F, Exhibit G, and Exhibit H. The Application was prepared in consultation with federal, state, and local agencies, Indian tribes, nongovernmental organizations, and other interested parties in accordance with applicable FERC regulations. The Licensee distributed a cover letter and distribution list with links to electronic Application documents to the agencies, tribes, and other parties consulted during the preparation of the Application. The Application and associated documents are available for review and public inspection during regular business hours at the Kankakee Public Library (201 East Merchant Street, Kankakee, Illinois, 60901). The Application and associated documents are also available for review at the City of Kankakee's Administration Building (304 South Indiana Avenue, Kankakee, Illinois, 60901) by appointment; on the Applicants' relicensing website (https:citykankakee-il.gov/departments/esu-dpw/notice-of-intent.php); and on FERC's eLibrary system (https://www.ferc.gov/docs-filing/elibrary.asp) by searching under docket number P-8632. If any resource agency, Indian tribe, or other person believes that an additional scientific study should be conducted in order to form an adequate, factual basis for a complete analysis of the Application on its merits, the resource agency, Indian tribe, or person may file a request for the study with FERC, using its eFile/eLibrary system (Attn: Ms. Debbie-Anne Reese, Secretary), not later than 60 days after April 3, 2026, and serve a copy of the request to the Applicant (Attn: Mr. Zachary Newton, zjnewton@citykankakee-il.gov). Upon acceptance of the Application for filing, FERC will publish notices soliciting additional public comment.
