The Fox River Water Reclamation District (FRWRD) has submitted a loan application to the Illinois Protection Agency (IEPA) for construction of ferric chloride feed equipment for phosphorus removal at their Albin D. Pagorski (ADP) Water Reclamation Facility (WRF).  Section 365.330 of the Procedures for Issuing Loans from the Water Pollution Control Loan Program requires that the IEPA conduct an assessment of the environmental impacts of the proposed water pollution control project to be funded with IEPA loans. This review is carried out in conjunction with the IEPA's review of FRWRD's Project Plan for the subject project.  Prior to final approval of the Plan, the public's comments are sought regarding environmental impacts of the proposed project.  Unless new information is provided through the public comment process causes reconsideration, the IEPA will approve planning for this project at the close of the public comment period.  A Project Summary and PEID document provided by the IEPA is available for review at the FRWRD Administration Building, 1957 North La Fox Street, South Elgin, IL 60177. The document contains Project location, description, cost, potential environmental impacts, and other information. A Public Hearing has been scheduled at the FRWRD Administrative Building, on Thursday, March 12th, 2026 from 10:00am to 11:00am to provide an opportunity for the public to view and comment on the proposed Project and PEID.  Written comments may be submitted at any time up to and including March 23, 2026.
