Final Notice and Public Explanation of a Proposed
Project in a 100-year Floodplain

This is to give notice that the Illinois Housing Develop-
ment Authority (IHDA) has conducted an evaluation
as required by Executive Order 11988, in accordance
with HUD regulations at 24 CFR 55.20 Subpart C
Procedures for Making Determinations on Floodplain
Management and Protection of Wetlands. The follow-
ing IHDA proposed construction project would be
funded by an IHDA HOME-ARP Grant, IHDA Trust
Fund Loan, and Sponsor Equity.
The proposed project is entitled Hero Homes. The
proposed project is the new construction of a 20-unit
affordable housing development for veterans at risk of
homelessness, located at 300 S. Main Street, Wheaton,
IL. The four-story building will contain 15 one-bedroom
apartments and 5 two-bedroom apartments. The
