The Winnebago County Board of Supervisors met in session at 9:00 A.M. April 28, 2026 adjourned from April 21, 2026.Present: Supervisors Jensvold, Durby, and SmithOn a motion by Smith and seconded by Durby the Supervisors moved to approve the minutes for the April 21, 2026 Board Meeting and approve the Agenda for April 28, 2026. All voted aye. Motion carried.On a motion by Durby and seconded by Smith the Supervisors moved to open the Public Hearing for DD 14 Lat 4 and 4A Reclassification report. All voted aye. Motion carried. Present at the meeting were Supervisors Durby, Smith and Jensvold, Karla Weiss, Auditor, Kris Oswald, Drainage Clerk, Collin Klingbeil, Engineer, and Jim Thorson. Klingbeil discussed the 2019 reclassification report and how Lat 4A was omitted in error. Lat 4 and 4A are now corrected and there was no further discussion. On a motion by Durby and seconded by Smith the Supervisors moved to close the Public Hearing. All voted aye. Motion carried.On a motion by Durby and seconded by Smith the Supervisors moved to approve the DD14 Lat 4 and 4A Reclassification report. All voted aye. Motion carried. Kris Oswald, Drainage Clerk discussed drainage matters including a beaver dam in DD 2 on Tom Kingland's land. Oswald will contact Helgeson Drainage to remove the dam.Laurence Doden discussed DD 35 Lat 12 Waterway. Doden is requesting a survey of the waterway. The Supervisors, acting as Trustees, will appoint an engineer to survey the lateral and come up with repairs needed, if any.Scott Meinders, Engineer and Ethan Schutter, Maintenance Superintendent discussed Secondary Road matters including dust pods with the first mile being 150th south of Highway 9.On a motion by Jensvold and seconded by Smith the Supervisors moved to open the Public Hearing for Project 95-CO95-2026PRECAST. All voted aye. Motion carried. Present at the meeting were Supervisors Durby, Smith and Jensvold, Karla Weiss, Auditor, Scott Meinders, Engineer, Ethan Schutter, Maintenance Supervisor, Wayne Wubben, AJ Taylor, and Ryan Keller. There was discussion regarding the two 8X8 box culverts that will be replacing a wood bridge north of Buffalo Center on 400th west of 40th Street. On a motion by Jensvold and seconded by Durby the Supervisors moved to close the Public Hearing. All voted aye. Motion carried. On a motion by Jensvold and seconded by Durby he Supervisors moved to approve the Resolution accepting bids for the 95-CO95-2026Precast project, awarding the contract and authorizing the Engineer to execute the contract. All voted aye. Motion carried.Resolution 04-28-26-20-001 Whereas the Board of Supervisors, hereafter referred to as “the Board”, believes the Project No 95-CO95-2026Precast, hereafter referred to as “the project” is in the best interest of Winnebago County, Iowa and the residents thereof. The project is defined as Furnishing precast concrete materials for the following project(s): Section 001: L-E34W1—73-95, Section 002: L-L04N1—73-95, Section 003: E-7-N; andWhereas the Board has sought appropriate projessional guidance for the concept and planning for the project and followed the steps as requierd by the Code of Iowa for notifications, hearings, and bidding/letting: andWhereas the Board finds this resolution appropriate and necessary to protect, preserve, and improve the rights, privileges, property, peace, safety, health, welfare, comfort, and convenience of Winnebago County and its citizens, all as provided for in and permitted by section 331.301 of the Code of Iowa, andIt is therefore resolved by the Board to accept the bid from Rinker Materials in the amount of $196,900.00 and award the associated contract to the same;Be it further resolved that all other resolutions or parts of resolutions in conflict with this resolution are hereby repealed. If any part of this resolution is adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the resolution or action of the Board as a whole or any part there not adjudged invalid or consitituional. This resolution shall be in full force and effect from and after the date of its approval as provided by law; andBe it further resolved by the Board of Supervisors of Winnebago County, Iowa, that after receiving the necessary contract documents, including but not limited to, the contractor's bond and certificate of insurance, Scott Meinders, the County Engineer for Winnebago County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the contracts and bonds in connection with the afore awarded construction project.Passed and approved this 28th day of April, 2026. Motion carried.Resolution 04-28-26-70-01 Multi-Jurisdictional Multi-Hazard Mitigation PlanWhereas Winnebago County, Iowa recognizes the cost of reoccuring hazards to local services, infrastructure and users.Whereas Winnebago County, Iowa has authorized the development of a Multi-Jurisdictional Multi-Hazard Mitigation Plan for Winnebago County which includes all geo-political subdivisions of Winnebago County; andWhereas Winnebago County, Iowa recognizes the need for public support during the planning process; andNow therefore be it resolved that Winnebago County, Iowa herewith adopts said plan, incorporating community comments and recommendations.Passed and approved this 28th day of April 2026. The Supervisors would like to have a meeting with EMS, EMS tech and advisory committees, Fire Chiefs, Communications and E911 commissions at the Nature Center on May 21, 2026 at 6:00 P.M.The following Manure Management Plans were received by the Auditor's office, Eagle 5 #59515, and John Eilertson #61558, in Winnebago County, IA.
