PUBLIC NOTICES Board of Supervisors Office, Carroll, Iowa Monday, May 4, 2026 The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 4, 2026 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present:Scott Johnson, District 1; Eugene Meiners, District 3; and Stephanie Hausman, District 4. Mike Andersen, District 2 and Mark McCrea, District 5 were absent. Motion by Johnson, second by Hausman to approve the agenda as presented. On roll call, all present voted aye. Motion by Johnson, second by Hausman to approve the minutes of the April 27, 2026, meeting as written. On roll call, all present voted aye. Motion by Johnson, second by Hausman to approve the 2026 Tax Suspension List. On roll call, all present voted aye. Motion by Hausman, second by Johnson to approve a Class C Retail Alcohol License for Carroll Iowa Golf LLC. On roll call, all present voted aye. Motion by Hausman, second by Johnson to approve a Retail Tobacco License for Al's Corner Oil Co. On roll call, all present voted aye. Motion by Johnson, second by Hausman to set a public hearing for May 18, 2026, at 9:00 a.m. The purpose of the hearing is to hear public comments on the Construction Permit Application for TNT Scharfenkamp Farms LLC.in Section 5 Grant Township. On roll call, all present voted aye. The application is for one new 280 head deep pit cattle confinement barn as an expansion to an existing cattle confinement facility. On roll call, all present voted aye. County Auditor Kourtney Payer updated the Board on the progress of the Carroll County Employee Handbook changes. Board reviewed manure management annual updates for A&L Farms in Section 13 Arcadia Township, Delstar Ag LLC #1 John Opperman in Section 8 Ewoldt Township, Hawthorne Finisher Farm in Section 6 Kniest Township, Benson Finisher Farm in Section 35 Sac Township Sac County, Delta in Section 4 Wheatland Township, and Birch in Section 8 Arcadia Township. The Board briefly discussed Mt. Carmel streets and properties. Johnson reported on work with Assessor on commercial property in Carroll, Carroll City Council, toured transfer stations, reviewed repair invoices with local contractor, and Chamber Coffee. Upcoming meetings include newspaper/radio interviews, General Assistance discussion with New Opportunities, Carroll County Growth Partnership program, Board of Review, payable review, and 40th Anniversary of Main Street Iowa Development awards. Meiners reported on radio/newspaper interviews, Policy Council meeting, agenda preparation, New Opportunities Board meeting, and ISAC webinar. Upcoming meetings include General Assistance with New Opportunities, Carroll County Growth Partnership, and 40th Anniversary of Main Street Iowa Development awards. Hausman reported on Carroll City Council, emails with Assessor, and Republican meeting. Upcoming meetings include interview with Nathan Konz, Region XII Executive Board, and payable review.
