President Parks called the meeting to order at 5:33 with Board member Dirk Hamel attending via phone. Students from Audubon Elementary led the Board in the Pledge of Allegiance.

Board Salutes
• The district's music education program for being honored for the 10th year in a row with the Best Communities for Music Education Award from the NAMM Foundation
• The Foundation for Dubuque Public Schools for its annual Enhancing Excellence fundraising event and for its work securing a $35,000 grant from United Way of Dubuque Area Tri-States for an after-school and summer credit recovery program at the Alta Vista Campus
• To all involved in the Elementary Track Meet that was held at Dalzell Field on May 4th.
• The family of John Burgart, former Superintendent of Dubuque Schools, condolences on his passing
Public Hearing on Proposed Budget Amendment for Fiscal 2025-2026
CFO, Lisa Demmer, reviewed the budget amendment for FY 2025-2026.
I move that the Board of Education receive and file proof of publication of Notice of Public Hearing on the Budget amendment and authorize payment of the legal notice publication cost to the Telegraph Herald. Approximately $30,000,000 School Infrastructure Sales, Services and Use Tax Revenue Bonds
The board president opened the public hearing. There were no public comments. I move that the Board of Education adopt a resolution supporting the proposed issuance of approximately $30,000,000 in school infrastructure sales services and use tax revenue bonds. Superintendent Hawkins presented a certificate to each Board member and thanked them for their service. The theme for this year is Because of You! In addition, they each received a name plate from students at the ALC.

Board member Sarah Jacobitz-Kizzier introduced Chief Human Resources Director, Brian Kuhle, who reviewed the agreements with the district employee groups. Jacobitz-Kizzier gave an update for the Facilities and Support Services Committee meeting.

I move that the Board of Education approve the executed construction contract, bonds and certificate of insurance with Tricon Construction Group for the Sageville Elementary School Fuel Oil Tank Replacement Project in the amount of $314,000.00. I move that the Board of Education approve the executed construction contract, bonds and certificate of insurance with Portzen Construction, Inc. for the Dalzell South Retaining Wall Repairs Project in the amount of $125,505.00. I move that the Board of Education approve the resolution offering for sale, by public bid, three (3) 2017 IC Corp Combined Unit School Buses and set the date, time and place for possible public hearing as June 8, 2026, at 5:30 p.m. at the Dubuque Community School District. I move that the Board of Education approve the resolution ordering an election on the question of continuing to levy a voter-approved physical plant and equipment property tax. I move that the Board of Education accept the Superintendent's recommendation to terminate the continuing teaching contract of Melinda Janes effective at the end of the 2025-2026 school year Motion made by: Lisa Wittman Motion seconded by: Sarah Jacobitz-Kizzier Voting results: Upon roll call vote, unanimously approved 7-0.
The last day of school for the 2025-26 school year is Friday, May 29th. Commencement will be Friday, May 29th, at Roosevelt MS-Lass Auditorium 6:00 p.m. Dubuque Online School, Saturday, May 30th, at Dalzell Field 10:00 a.m. Hempstead High School and 3:00 p.m. Senior High School
