The Fremont County Board of Supervisors met in regular session on Wednesday, April 22, 2026, in the Fremont County Courthouse Boardroom, with Clint Blackburn, Dustin Sheldon, and Jeff Shearer present. A quorum was declared, and the meeting was officially called to order at 9:00 a.m. Minutes of the previous board sessions were read and approved. The agenda was approved as posted. Let the records show that Attorney Peter Johnson, Assessor Vicki Kirkpatrick, Treasurer Alise Snyder, IT Scott Evans, Jeremy Rucker, Olivia Rathbun, and a representative from Midwest Coatings were present at this meeting. The board discussed the delinquent fee on James Bender's property taxes that was previously reviewed last week. Treasurer Alise Snyder provided the board with an email from Bender. She showed the board how she went into the payment website. She wanted to see how the 3 rd party website displayed the option to cancel payments. She showed them that the cancel all payments button is in bright red. All of Bender's future payments have been cancelled so he must have hit that button. She again stated that they did have an issue on March 31st, but she verified with them that he had cancelled his payment through the system on September 30th. That is what caused his $12.00 delinquent fee. Chairman Blackburn reiterated that he believes that he is a man who pays his taxes and that it was unfortunate that it happened. Treasurer Snyder again stated that there were 15 people who the glitch affected. Fourteen of those were paid within a couple of days and were credited with no penalty. Motion by Sheldon to deny waiving the delinquent amount of $12.00 for James Bender. Motion carried unanimously. The board discussed the Shenandoah Senior Villas property valuation/tax dispute that was previously discussed last week. Motion by Shearer to have Attorney Johnson draft a letter to the business denying the claim. Motion carried unanimously. Auditor Owen informed the board that the ISAC 99-County Tour was coming to Fremont County on the morning of May 6 th . The meeting date/time will need to be changed to accommodate their visit. Motion by Sheldon to change the May 6 th meeting time to 8:00 a.m. instead of 9:00 a.m. on May 6 th . Motion carried unanimously. Motion by Shearer to approve Transfer for State Contingency Loan Resolution No. 2026-13. Motion carried unanimously. Motion carried unanimously. RESOLUTION NO. 2026-13 BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 22nd day of April 2026, that the following transfer of funds be approved and made: $15,000.00 from the General Basic Fund to the State Contingency Debt Service Fund for loan payment #6 for the 2019 Flood Debris Removal. RESOLUTION NO. 2026-14 BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 22nd day of April, 2026, that the following order for destruction of noxious weeds be effective June 1, 2026. 1. That each owner and each person in the possession or control of any land in Fremont County shall cut, burn, spray, or otherwise destroy all noxious weeds thereon and shall prevent weed seeds from blooming or coming to maturity, and shall keep said lands free from such growth of any other weeds as shall render the streets or highways adjoining said land unsafe for public travel. Noxious weeds shall be cut, burned, sprayed, or otherwise destroyed on or before the following dates and as often thereafter as is necessary to prevent seed production: Group 1: June 1, 2026 - for Leafy Spurge, Perennial Peppergrass, Sour Dock, Sheep Sorrow, Canada Thistle, Russian Knapweed, Buckhorn, Wild Mustard, Musk Thistle, Bull Thistle, and all other species of thistle Group 2: July 1, 2026 - for Field Bindweed, Wild Carrot Group 3: August 1, 2026- for Horse Nettle, Perennial Sow Thistle, Quack Grass, Butter Print, Puncture Vine, Cocklebur, Hemp, Shatter Cane, Wild Sunflower, and Palmer Amaranth2. That each owner and person in possession or control of any lands in Fremont County, infested with any noxious weeds, including Quack Grass, Perennial Sow Thistle, Canada Thistle, Field Bindweed, Horse Nettle, Leafy Spurge, Perennial Peppergrass, Russian Knapweed, Hemp, any species of Thistle, and Palmer amaranth shall adopt a program of weed destruction described by the Weed Commissioner, which in five years may be expected to destroy and will immediately keep under control such infestations of said noxious weeds. 3. That if the owners or persons in possession/control of any land in Fremont County fail to comply with the foregoing order, the Weed Commissioner shall cause this to be done and the expense of said work, including costs of serving notice and other costs, if any, to be assessed against the land and the owners thereof. Motion by Shearer to approve the renewal. Motion carried unanimously. IT Director Scott Evan also discussed a contract for Ninja One Software with the board. He said he has been evaluating this software that is a remote security monitoring system. He said we currently have CrowdStrike through the state which deals with critical vulnerabilities. That alerts him to a problem then he manually has to go in and update the computers which usually takes him 4 days by the time he works around people's schedules to get on their machines. This software will do a scan at 6am daily and does all the updates. He can also do things remotely instead of for example driving to the road department to click a button and coming right back to the courthouse. Evans said it makes thinks more efficient. He said if they sign the 2-year contract before April 30 th we will get six months free. Motion by Sheldon to approve the 2-year contract with Ninja One Software. Motion carried unanimously. Supervisor Shearer told the board that they need to appoint a new public member from Fremont County to the Shenandoah Chamber & Industry Board. He said he has an interested candidate. Motion by Sheldon to post the vacancy for the Shenandoah Chamber Board. Motion carried unanimously.The board reviewed the amendment to the FY 25/26 budget. Motion by Sheldon to set the public hearing for the amendment on May 20th at 9:15 a.m. Motion carried unanimously. At 9:26 a.m., motion by Blackburn to recess until the bid opening at 9:30 a.m. Motion carried unanimously. At 9:30 a.m., motion by Shearer to go back into session. Motion carried unanimously.At 9:30, Engineer Dan Davis met with the board for a bid opening for two projects, LFM-CO36(FEMA L- 31)- -7x-36 and LFM-CO36(FEMA L-40)- - 7x-36. These projects are for the last of the 2019 projects on L31 and L40. Supervisor Shearer asked if FEMA would reimburse these. Engineer Davis said FEMA will reimburse 85% and we will get 10% from the state. They received three bids for both projects as follows: Manatt's Construction $2,741,767.97, JB Holland $2,528,434.86, Midwest Coatings $3,558,388.65. Engineer Davis would like to review the bids with IDOT before the board acts. The item will be placed on next week's agenda as an action item. In other business, the monthly reports from the Recorder and Sheriff for March were approved. Claims were approved for April 24, 2026. Supervisor Shearer discussed the wind turbine ordinance amendment and the process of changing to supervisor districts with County Attorney Johnson.
