PUBLIC NOTICE Luana City Council Minutes of May 7, 2026 The Luana City Council held their regular monthly meeting Thursday, May 7, 2026, at 7:00 pm.with Council Members Lonnie Baade, Kevin Boddicker, Todd Olson, Craig Radloff and Jackie Radloff-Schneider present. Absent:None. Mayor Luke Steege called meeting to order at 7:00 pm. Minutes of Max Levy Hearing meeting were reviewed and approved upon a motion by Radloff-Schneider second by Baade carried unanimously. Minutes of April meeting were reviewed and approved upon a motion by Olson second by Radloff carried unanimously. Minutes of FY27 Budget Hearing meeting were reviewed and approved upon a motion by Olson second by Boddicker carried unanimously. Boddicker motioned to pay all monthly claims totaling $330,923.68, Radloff-Schneider second, carried unanimously. Receipts for the month totaled $567,434.98. Baade motioned to pass Res. 5-2026 T.O.F, Olson second, carried unanimously. Council reviewed reconciled reports. The Mayor announced that this was the time and place for the public hearing and meeting on the matter of the 2026 CDBG Water/Sewer application at 7:07 pm. The Mayor then asked the Administrator whether any written objections had been filed by any City resident or property owner to the proposal. The Administrator advised the Mayor and the Council that no written objections had been filed. The Mayor then called for oral objections to the proposal and none were made. Diana Johnson, UERPC, covered the following points:(a) how the need for the proposed activity or projects were identified; The need for the CDBG water/sewer grant through the Iowa Economic Development Authority (IEDA) was identified during multiple planning sessions. Compliance with the Iowa Department of Natural Resources (IA DNR) has been mandated due to concerns about the integrity of the City of Luana's existing wastewater lagoons. Previous engineering assessments indicated leakage, and subsequent geotechnical investigations confirmed shallow bedrock and surface outcroppings throughout the area. These conditions make the lagoons particularly susceptible to seepage and structural instability. As a result, the existing system poses a significant risk to groundwater quality, environmental protection, and regulatory compliance. Continued operation without corrective action could lead to contamination of local water resources, violations of IA DNR standards, and increased public health risks. Additionally, the existing lagoon treatment system is undersized for the current flows and loadings the city receives. (b)how the proposed activity or projects will be funded and the sources of funds; The request from the IEDA will be $500,000. If successfully funded, the remainder of the proposed activity will be funded through an Iowa Clean Water State Revolving Loan Fund (SRF) loan and city funds, for a total project cost of $3,071,174.(c) the date the CDBG application will be submitted; The CDBG water/sewer application will be submitted on or before May 22, 2026 to the IEDA.(d) requested amount of federal funds; The requested amount is $500,000.(e) estimated portion of federal funds that will benefit persons of low and moderate income; Given that 2016-2020 American Survey data shows the community residents at 52.1% low to moderate income, it can be expected that the same proportion of the funds will benefit that group of residents or a total of 156 persons of the 301 residents living in Luana.(f) where the proposed activity or project will be conducted; The proposed project activity will be conducted at the wastewater treatment facility located 0.2 miles NE of Burgess Street and Circle Drive within the city limits of Luana, Iowa. (g) plans to minimize displacement of persons and businesses as a result of funded activities or projects; No businesses or persons will be displaced as a result of the proposed facility upgrades. (h) plans to assist persons actually displaced, and; There are no plans to displace any persons.(i) the nature of the proposed activity or project. The proposed project in the City of Luana will expand and upgrade the existing wastewater treatment facility through construction of a threecell controlled discharge lagoon system at and adjacent to the current site. The project also includes rerouting approximately 1,175 feet of an unnamed stream that currently flows through and beneath the lagoon area. These improvements will bring the city into compliance with IA DNR requirements while providing long-term environmental protection and the essential infrastructure needed to sustain the community. Whereupon the Mayor declared the time for receiving oral and written objections to be closed. Council reviewed finalized community and development and housing needs assessment. Boddicker motioned to accept the community and development and housing needs assessment, RadloffSchneider second, carried unanimously. At this time the mayor closed the hearing for the CDBG Water/Sewer application. Radloff-Schneider motioned to pass Res. 5.2-2026 submission of a CDBG Water/Sewer application to the Iowa Economic Development Authority, Boddicker second, carried unanimously. Whereupon, the Mayor declared the measure duly adopted, authorizing the submission of a CDBG Water/Sewer application to the Iowa Economic Development Authority. Humble informed council that the Ashley Hinson Grant amount has been lowered to $1,423,193 due to state budget allowance. Humble informed council that MSA is working on parcel recording for lagoon project. The City has an agreement with property owners and are awaiting recording of such agreement. Employee from Dyesports approached council offering any services they could present to the city. Baade motioned first reading of Ord. 2026-5, Floodplain Management Ordinance, Olson second first reading, carried. Roll call vote:AYES 5, NAYS 0. Radloff-Schneider motioned to wave 2nd and 3rd reading of Ord. 2026-5 Floodplain Management Ordinance, Radloff second. Vote was taken to adopt Ord. 2026-5, in favor, all. Nays, none. Whereupon, the Mayor declared the measure duly adopted. A. Reserve sufficient floodplain area for the conveyance of flood flows so that flood heights and velocities will not be increased substantially. B. Restrict or prohibit uses which are dangerous to health, safety or property in times of flood or which cause excessive increases in flood heights or velocities. C. Require that uses vulnerable to floods, including public facilities which serve such uses, be protected against flood damage at the time of initial construction or substantial improvement. D. Protect individuals from buying lands which may not be suited for intended purposes because of flood hazard. E. Assure that eligibility is maintained for property owners in the community to purchase flood insurance through the National Flood Insurance Program. Olson motioned to renew current Proprietary CD with Luana Savings Bank for an additional 12 months, Boddicker second, carried unanimously. RadloffSchneider to renew Water CD with Luana Savings Bank for an additional 12 months, Radloff second, carried unanimously. Baade motioned to purchase subscription from North Iowa Times for verification of legals, Boddicker second, carried unanimously. Bulldog Rec requested a place to store lime near ball diamond. Consensus of council to decline request due to no available area to store lime. Council discussed removing tree in boulevard at 307 Main due to roots impacting sidewalk. Fire dept.trainer requested to flush hydrants during fire dept.training. Consensus of council to have city employee PW, Henkes, to complete this at another time. PW, Henkes, announced that major appliance pick up for the City will be May 30, 2026. Next regular council meeting will be held June 2, 2026, at 7:00 pm.
